Europe Will Sanction Sudan's Gold, Just Not the People Who Buy It

On July 9 the European Parliament voted 476 to 28 to urge the RSF's designation as a terrorist organisation and condemned the UAE by name as the militia's main sponsor. On July 13 the Council of the EU, where actual sanctioning power sits, banned the purchase, import and transfer of Sudanese gold and restricted mining chemicals — and pointedly did neither of the two things the Parliament had asked. No RSF designation. No reference to the UAE. Britain followed on July 16 with its own sanctions on gold networks. The pattern is consistent: measures that touch the commodity are consensual and get adopted; measures that touch the actors, or their state patron, do not. Gold is the war's fuel — the SAF earned roughly $1.6 billion and the RSF about $1 billion from it in 2024 — but the bullion does not clear in Brussels. The UAE bought over 99 percent of Sudan's official gold exports in 2023 and functions as the hub where smuggled Sudanese gold re-enters the legitimate market. A ban that stops at Europe's border, paired with a refusal to name the clearing house, is a sanction calibrated to be felt at home and not abroad.

Assessment: The concrete tell of seriousness would be a secondary-sanctions mechanism reaching gold refiners and trading entities outside the EU — i.e., in the Gulf — rather than a first-party import ban. Watch whether the next US or UK tranche names any Emirati-based entity, or continues to stop at Sudanese and third-country intermediaries; and whether the UAE's seat in the Quad mediation is ever treated by the other three members as a conflict of interest. Symmetrical scrutiny would ask the same clearing-house questions of every external patron, including those routing materiel to the SAF; the honest point is not that Abu Dhabi is uniquely culpable but that the designation gap is engineered, not accidental.
