The Board of Peace Resequenced Gaza in Five Days and Only Haaretz Put the Reversal in the Dek

On Monday 3 August, after board director Nickolay Mladenov met Benjamin Netanyahu, the US-led Board of Peace stated that Israeli withdrawal behind the Yellow Line follows the dismantling of Hamas weapons rather than proceeding alongside it. That modifies the deal announced five days earlier. Al Jazeera’s account of the 30 July agreement described a disarmament process tied to gradual Israeli withdrawal, with no weapons handed to Israel or any non-Palestinian body and a National Committee as the sole holder of weapons in Gaza. Trump’s Truth Social post the same night called it “a HISTORIC agreement for the COMPLETE DISARMAMENT of Hamas and all other armed groups in Gaza.” The Times of Israel page carrying the full text of that deal is still headlined “Hamas to disarm, Israel to withdraw” — the synchronised version.

Haaretz, on 3 August, made the change itself the story: its standfirst records that the board “initially said the IDF withdrawal and Hamas disarmament would be synchronized, later changing course after the board’s top envoy met Netanyahu.” The piece is paywalled; the summary is what this desk has. Al Jazeera’s 4 August headline states the new position without the reversal — “Board of Peace says no Israeli withdrawal from Gaza before Hamas disarms” — while carrying the AP-sourced detail that Mladenov urged Netanyahu to halt attacks on Gaza, per “two people familiar with the meeting,” and that Israel refused. The Board’s own wording, as relayed by wire-derived copy, begins “Contrary to incorrect information, we note that the IDF’s withdrawal behind the Yellow Line will only occur when the dismantling…” The copy this desk has is cut off mid-sentence; the full statement text has not been read here.

Assessment: Nothing in Monday’s statement was unforeseeable. Chatham House published on 3 August that both parties would double down on sequencing — Israel demanding full disarmament first, Hamas demanding Israeli movement first — which is the outcome that then ran as news. The reportable event is not that sequencing shifted but that it shifted after one meeting in Jerusalem, and that the shift was announced as a correction of “incorrect information” rather than as an amendment. Note also the counting problem: Al Jazeera’s figure of more than 1,200 Palestinians killed since the October 2025 ceasefire, including more than 36 since the disarmament deal, is a party-adjacent outlet relaying what is almost certainly a Gaza health ministry tally. Unmatched against OCHA, it is a claim.
