Two Deadlines, One Month

Baghdad has set 30 September as both a disarmament date and a withdrawal date, and neither is documented

A militia hand-over deadline and a bill entrenching the Popular Mobilisation Forces as a permanent institution cannot both be executed as written. The Files could not obtain the Iraqi primary document behind the deadline.

The government that would have to enforce any disarmament order is itself incomplete. Ali al-Zaidi, 41, a banker and formal independent, was named the Coordination Framework’s compromise candidate on 27 April 2026 and tasked by President Nizar Amidi of the PUK, in office since 12 April. On 14 May, with 270 lawmakers present, parliament confirmed 14 ministers of a 23-member cabinet, the Associated Press reported. Most were newcomers; Fuad Hussein of the KDP was retained at foreign affairs. The interior ministry was among the portfolios parliament could not agree on, according to the Iraqi News Agency as relayed by Al-Monitor. The International Crisis Group reads Hussein’s reappointment as the sole continuity among the sovereign ministries and treats the Framework’s inability to produce a premier from its own ranks as evidence of mistrust inside the Shia coalition. Four months on, The Files could not establish how many of the nine vacancies have been filled.

The 30 September date reaches us through one channel. Victoria J. Taylor, writing an Atlantic Council dispatch on 11 July 2026 timed to al-Zaidi’s first Washington visit, reported that the Iraqi government had set that date both for all militias to hand their weapons to the state and for the departure of the US-led Operation Inherent Resolve presence. That is a think tank, not a wire, and The Files has not located the Council of Ministers decision number or National Security Council statement behind it. Running alongside it: The National reported on 23 August that a proposed law would give the PMF permanent standing as a national security institution. An official the paper did not name called it “a dangerous move” that “would further tighten Iran’s grip on Iraq.” A NESA Center paper dated 11 November 2025 recorded the bill pulled from the agenda and expected back in the 2026–2030 cycle.

Assessment: Read the two deadlines as instruments rather than commitments. A disarmament date announced to a Washington audience during a premier’s first visit performs sovereignty for one constituency; a PMF statute performs permanence for another. The cheapest outcome for al-Zaidi is that both slip quietly and nobody is made to choose. Watch for who concedes the slippage first, and in which language — a Framework figure conceding in Arabic means something different from a Washington readout. Distrust the deadline itself until an Iraqi primary document surfaces, and distrust the 2,500-troop figure still circulating: the Washington Institute published it in August 2025 and it is thirteen months stale.
