The AES has a parliament, a seized uranium mine and no currency of its own

The Sahel bloc’s institution-building keeps arriving on schedule while the money does not, and the resources its members have reclaimed still have to be sold through someone else’s system.

The Alliance of Sahel States has spent 2026 assembling the furniture of a confederation. Its parliament adopted internal rules and commissions roughly a fortnight ago, according to secondary aggregation this desk could not corroborate against a primary AES communiqué; Sputnik Africa, Russian state media, quoted a Burkinabè official on 1 July describing the confederal parliament as a “pillar for strengthening sovereignty”. The common currency has not followed. The framing of institutions delivered and money deferred surfaced this week in a Rio Times summary dated around 6 September, an outlet with no Sahel desk and not a basis for any conclusion on its own — but the shape is corroborated in outline by Sahel Watch’s three-years-on institutional balance sheet published around 4 September. Separately, an X account, @Africaglobalnew, is circulating unverified claims of AES biometric IDs, a regional airline and thousands of kilometres of integrated highway and rail. Those are artefacts of the bloc’s information campaign, not facts.

The resource file shows the same gap between control and revenue. Bloomberg reported on 22 August that Niger awarded the former Orano-operated uranium mine to a state company, six months after Niamey said it was ready to return Orano-produced uranium following the takeover. The Foreign Policy Research Institute set out the constraint in April in a paper titled “Why Niger Can Seize Uranium but Cannot Sell It”. In Mali, Barrick paid the state $430 million to settle its mine dispute in November 2025 and regained the mine along with three tonnes of its gold the following month, per Mining.com; Ecofin Agency confirmed the Loulo-Gounkoto restart on 6 February. African Mining Market, trade press, reported around 18 August that Malian gold output rose 30% in the first half of 2026 — a figure with no visible underlying official series.

Assessment: The interesting number is not the 30% but where it sits: output climbing while Amnesty International, in a 15 May statement, described Bamako as under siege and called on JNIM to observe international humanitarian law. Extraction is the one part of these states that functions under blockade, because it is the part foreign capital insures and escorts. That is the AES bargain in miniature — sovereignty performed at the mine gate and in the parliament chamber, dependency preserved in the sales channel and the fuel convoy. The currency is the honest test. Look for a finance ministers' communiqué, not a summit speech.
