The same AP copy on Britain’s settlement sanctions ran with, and without, the Palestinians

Seven verified renderings of Tuesday’s twelve-country settlement measures show no factual dispute and four different subjects taking the verb. Palestinians appear in two headlines out of seven.

On Tuesday 8 September, Britain announced a trade ban on goods produced in Israeli settlements in the occupied West Bank, alongside a sanctions regime, an arms-export ban to settlements and measures against named companies and individuals financing settlement expansion. Bloomberg timestamps the announcement at 13:21 UTC and places it in the House of Commons, delivered by Foreign Secretary Ed Miliband. France and Canada announced parallel measures. Al Jazeera headlined it “UK, France among 12 states backing sanctions on illegal Israeli settlements”; CNN described three announcing states plus a joint letter from nine others that would introduce similar restrictions “or would work to support European restrictions.” Arithmetically identical, editorially not: whether the story is three Western powers acting or twelve states acting is decided in the headline, not in the facts. No outlet retrieved for this brief named all twelve.

The sharper finding is a single Associated Press wire published under two headlines. NBC News ran it as “U.K. government bans goods from Israeli settlements and accuses settlers of ‘ethnic cleansing'”; KSL.com ran the same copy as “UK, France and Canada sanction Israeli West Bank settlements, in support for 2-state solution.” The AP lede in both cases says Britain banned trade with settlements “where it says ‘settler terrorists' are carrying out ‘ethnic cleansing' of Palestinians.” KSL’s headline replaces the allegation with a diplomatic objective. Neither version is inaccurate; one omits. CNN kept the accusation — “as Britain accuses settlers of ‘ethnic cleansing'” — while Bloomberg’s headline and summary line name only the UK, France, Canada, Netanyahu and Trump, framing the measures as taken “even at the risk of provoking criticism from President Donald Trump.” CNBC led on the American threat: “despite U.S. warning of economic consequences.”

Assessment: By our own count of the seven verified renderings, Palestinians appear in two headlines, always as the grammatical object. That is a count of copy, not proof of intent — house style, character limits and the reflex to lead on the most powerful named actor all produce the same result without anyone deciding anything. What it does measure is which subject an editor reaches for by default, and the default is Washington. Two cautions. “Illegal” is doing similar work in reverse: Al Jazeera puts it in the headline, CNN and Bloomberg confine it to body text, AP to “occupied.” And a CNN syndication slug at KRDO preserves an earlier “major reset of relations” framing — suggestive of a headline change, not evidence of one. Slugs are not headlines.
