A leaked UN experts report on El Fasher has so far reached the public through a single outlet
Sudan Tribune reported on 5 September that a UN experts report it had seen finds RSF commanders ordered rape and encouraged the killing of civilians during the takeover of El Fasher. The document itself has not surfaced publicly.
The formulation matters and should not be smoothed over: this is a United Nations experts report seen by Sudan Tribune, reported from New York on 5 September, not a UN statement. The outlet’s summary says RSF commanders ordered fighters to rape women and encouraged the killing of civilians during the city’s capture, and describes an incident on 27 October 2025, the day after El Fasher fell, in which RSF fighters intercepted a mixed convoy of civilians and armed personnel attempting to break out toward Wana mountain, fired indiscriminately and killed hundreds. As of this desk’s last check, no second outlet had carried the document and no public posting of it had been found. Nor is it clear which body produced it — the Security Council’s Panel of Experts, the Fact-Finding Mission and special rapporteurs work to different evidentiary standards with different legal consequences downstream.
The surrounding record is firmer. UN investigators found “hallmarks of genocide” in El Fasher on 20 February 2026. Amnesty International concluded on 14 July that the RSF committed crimes against humanity and ethnic cleansing in the campaign, basing part of its work on 45 people it interviewed who had been unlawfully detained, including eight children; it wrote to RSF commander Mohamed Hamdan Dagalo on 10 June and had received no response by publication. Sudan Tribune’s January 2026 investigation, citing UN agency estimates, put the pre-siege population of El Fasher and the Abu Shouk and Zamzam camps at roughly 1.5 million, down to about 900,000 by April 2025, with 650,000 displaced across 23 localities in nine states by mid-November.
Assessment: The highest-value verification task on this desk is whether the week has one story or three. Two further items dated around 4 September — UN News on outside forces fuelling the war, Middle East Eye on UAE-linked supply networks — carry headlines that may describe the same underlying document as the El Fasher leak. The Files has not read either body and will not characterise them. If it is one report, then the gap between the UN News framing and the MEE framing of identical findings is itself the story, and Middle East Eye’s Qatari-aligned ownership belongs in the sentence. Abu Dhabi has denied arming the RSF throughout; a fresh denial pegged to this specific document would be news, and its absence is also a data point.
