Five envoys spent three days in Khartoum and the only concrete item was a prisoner exchange

The Quintet’s mission of 8–10 September was the group’s first to Sudan since the war began. Everything on the agenda was process, except a detainee track the UN’s personal envoy opened separately with Burhan.

The African Union, IGAD, the Arab League, the European Union and the United Nations sent a joint good-offices delegation to Khartoum from 8 to 10 September — the Quintet’s first mission to Sudan since fighting began in April 2023. It comprised Mohamed Ibn Chambas, AU High Representative for Silencing the Guns; Pekka Haavisto, the UN Secretary-General’s Personal Envoy; Annette Weber, EU Special Representative for the Horn of Africa; Lawrence Korbandy, IGAD Special Envoy; and Ambassador Zaid Al-Sabban of the Arab League. They met Lieutenant General Abdel Fattah al-Burhan, Prime Minister Kamel Idris, the Democratic Bloc Alliance and the Sudanese-Sudanese Dialogue Preparation Committee. Stéphane Dujarric told the noon briefing on 8 September that the mission was there to listen to stakeholders' assessment of the political and security situation and share reflections on advancing an inclusive political track.

Haavisto had arrived separately on Friday 4 September. Darfur24 reports that his talks with Burhan covered de-escalation, civilian protection, and facilitating an exchange of prisoners and civilian detainees in cooperation with the International Committee of the Red Cross. That is the only deliverable named anywhere in the coverage. Kamel Idris told the delegation on 9 September, per the state news agency SUNA, that the dialogue “belongs to the Sudanese people” and that his government would implement its outcomes; his media office said he had briefed the envoys on what he called “wrong narratives” about the nature of the war. The AU’s own pre-visit statement notes that the Quintet “remains in close coordination with the Quad” — the United States, Saudi Arabia, Egypt and the United Arab Emirates.

Assessment: Read the architecture rather than the communiqué. The Quintet talks in Khartoum and coordinates with a Quad that includes the state named five days earlier in a UN report on RSF supply routes; both facts come from official sources, and that is the constraint on this track, not an inconsistency to be resolved. The detainee exchange is the item to follow, because it is verifiable and the ICRC is a third party. Treat the political process with more caution: Sudan Tribune reported on 11 September that Sudanese civil society groups reject the army-backed dialogue committee. We could not open that article. If it is the same committee the envoys met, the mission’s central interlocutor is contested.
