The September Deadline

Iraq’s parties promised to finish the cabinet this month, and the record still shows holes

Ali al-Zaidi’s government took a confidence vote on 14 May with portfolios unresolved. In July the completion was deferred to September. On 15 September, the Files could not confirm it has happened.

The sequence is documented, if not the ending. After November’s elections the deadlock ran long enough that FDD’s Long War Journal was still publishing “3 months after elections, Iraq still unable to form a government” on 11 February. On 27 April the president named Ali al-Zaidi, a Shia bloc candidate, as prime minister-designate; Al Jazeera’s profile the following day framed him as a businessman. Washington signalled acceptance within 48 hours — Al Jazeera Arabic reported an American welcome on 29 April, and FDD, an openly advocacy-aligned outfit, published its own version on 30 April under the headline “U.S. Signals Approval of New Iraqi Prime Minister-Designate Selected by Pro-Tehran Bloc.” Ministers took the confidence vote on 14 May; Al Araby TV published the names and portfolios. FDD’s 19 May assessment was that the cabinet had been formed without resolving the role of Iran-backed militias inside it.

Then the schedule slipped in public. On 28 July, Al-Araby Al-Jadeed reported that completion of the government had been pushed to September. On 11 August, Youm7 quoted the prime minister saying the line-up was close to complete. That is the last dated marker this desk has. Between those two points, Trump hosted the Iraqi prime minister at the White House on 14 July and promised, per Al Jazeera’s headline, “a lot of deals” — a phrase we have not been able to confirm in full or in setting. The Atlantic Council’s dispatch three days earlier argued the new prime minister’s problem was selling Iraq to a sceptical Washington. The International Crisis Group’s 28 May note and the House of Commons Library briefing CBP-10829, published 8 July, are the two background documents that survive the summer intact.

Assessment: An incomplete cabinet is not administrative untidiness; it is the ledger of what has not been agreed. The useful number is not how many ministers were sworn in on 14 May but which chairs stayed empty and which bloc is sitting on each — that arithmetic, not the confidence vote, is the real coalition. Treat “close to complete” as a statement of intent from an interested party, not a status report. And note which outlets are supplying the vocabulary: FDD, the Washington Institute and their peers are arguing a case about Tehran’s reach, and their framing of al-Zaidi’s mandate was fixed before he had a government. The desk holds the question open rather than close it on a headline.
