Sudan’s arms embargo expires on 9 October with the Council still split over drones

Resolution 2828 bought the Security Council four weeks, not a settlement. The US draft that would extend the embargo to all of Sudan, all parties and drone technology remains unagreed — while drones hit a university dormitory in El Obeid and the governor’s residence in Ed Damazin.

Security Council Report’s October forecast records that the Council unanimously adopted resolution 2828 on 11 September, extending the Sudan sanctions regime only until 9 October. The short rollover followed weeks of negotiation on an initial US draft that sought to expand the arms embargo throughout Sudan — it currently covers Darfur only — to apply it to all parties, and to explicitly cover drones and related dual-use technology. Differing positions among members prevented agreement on the substance. A vote on a further extension is expected this month, alongside the regular 120-day briefing. Asharq Al-Awsat, reporting the Kordofan fighting on 2–3 October, independently notes that the battlefield developments come as the Council prepares for fresh negotiations over the US proposal.

The drone provision is not abstract this week. Sudan Tribune reported from El Obeid on 1 October that a drone strike on a university dormitory killed five civilians and wounded 47, citing a local medical group it does not name; Al Jazeera Arabic carried a Reuters photograph of debris inside the College of Development and Technological Sciences. The RSF did not comment, and the attribution rests on Sudanese reporting rather than any claim of responsibility. On 3 October Sudan Tribune reported that the military said it had repelled an attack by the RSF and an allied rebel group, identified as SPLM-N, in eastern Blue Nile near the Ethiopian border following drone strikes on Ed Damazin; separately, a Sudanese government source told Al Jazeera that suicide drones had targeted the home of the Blue Nile state governor. Security Council Report notes persistent allegations that Ethiopian territory is being used to supply and launch RSF operations.

Assessment: Watch which way the Council fails. A lapse on 9 October and a second technical rollover are different stories: the first is a collapse, the second is the US quietly retiring the all-parties clause, because an embargo on all parties constrains the SAF’s suppliers as much as the RSF’s, and that is where the Quad’s internal arithmetic bites. Security Council Report’s note that Saudi Arabia reportedly raised concerns over its role in the Quad at the French-hosted September ministerial, objecting to perceived US favouritism, is reported at one remove and needs an on-the-record Saudi statement before it carries weight. But if Riyadh is genuinely wobbling, it moves the ceasefire file further than any town changing hands in Kordofan.
