Burhan says he is speaking to no one, seventy-two hours after meeting Trump’s Africa adviser

Massad Boulos met the Sudanese army chief in Egypt on Saturday and posted about it on X. On Tuesday Burhan told a school opening in Northern State that there are no negotiations with anyone.

Massad Boulos, President Trump’s senior adviser for Arab and African affairs, met Gen. Abdel Fattah al-Burhan on Saturday 3 October at a luncheon hosted by President Abdel Fattah el-Sisi on the margins of the African Union mid-year coordination meeting. The Associated Press, which called it a rare publicly announced encounter, reported it “according to a social media post” — Boulos’s own. There was no joint readout and no army confirmation. Boulos wrote that the United States “stands ready to support all efforts leading to a comprehensive dialogue among the Sudanese political forces, leading to a preliminary road map of the future of the Sudan.” The proposal on the table is a 90-day humanitarian ceasefire followed by political negotiations and a revived civilian transition. Radio Tamazuj reports the army has sought amendments, including a full RSF withdrawal from the cities it holds — capitulation as the price of a truce.

On Tuesday, at a ceremony opening a secondary school at Village 5 in the New Amri area of Merowe Locality, Burhan said: “We say it again: we have no negotiations with anyone, we are not speaking with anyone, and we have nothing to do with anyone.” He told fighters in the audience the army was “coming to you with force” and would continue “with the option of military victory until the entire national territory is cleared of the rebellion.” Every outlet carrying the remarks is working from the same primary source: SUNA, the army-controlled state news agency. There is no independent transcript. The least-quoted line is the most revealing: “Neither I, nor Minawi, nor anyone else can make a unilateral decision on their own,” Burhan said, locating authority over war and peace in the Security and Defence Council rather than in any individual.

Assessment: The Security and Defence Council formula is the tell. It lets Burhan tell a domestic constituency that nothing was conceded in Egypt while leaving the army an institutional channel through which something could later be conceded without his fingerprints on it. Read the Minawi reference as internal discipline aimed at the Darfur governor, not as a message to the RSF. Note also what Washington has already signalled: State Department spokesman Tommy Pigott said last month that neither the armed forces nor the RSF nor their leaders represent legitimate constitutional governance, and a visa was withheld from Burhan before the General Assembly. That is leverage applied to one party while the other faces an embargo the Council cannot agree to widen.
