Kataib Hezbollah suspended military activity, except against aircraft. That exception is the policy

Baghdad’s disarmament clock started on 1 October and is meant to run to 30 June 2027. The largest faction to move has reserved the right to shoot.

Prime Minister Ali al-Zaidi announced the disarmament plan in June, per the Israeli institute INSS; the operative timeline, reported by Long War Journal, The National and L’Orient Today, begins 1 October 2026 and ends by 30 June 2027, a date Washington backs and the militias have sought to push to end-2027. On or around 1 October, Kataib Hezbollah leader Ahmad al-Hamidawi called on fighters to end military activities — per AP, carried by L’Orient Today — “except for targeting hostile aircraft violating the country’s airspace.” The same group then denied striking any deal at all, The National reported on 1 October under the line “Resistance has won this round.” On 29 September The National reported Kataib Hezbollah and Harakat Hezbollah al-Nujaba refusing to lay down arms. Badr’s political office head Mohammed Naji told The National on 14 August that forcible disarmament “opens the door to internal strife whose beneficiary, first and last, is the United States.”

The security ground is not idle while the politics runs. The Jerusalem Post, carrying what reads as Reuters copy, reported on 6–7 October that Islamic State claimed an attack that killed a policeman near Hawija, roughly 70km southwest of Kirkuk, with attackers using machine guns and sniper fire against a federal police regiment; the weapons and location detail is attributed to unnamed sources, and Iraqi security officials had told Reuters ahead of the withdrawal that ISIS retains sleeper cells. Hawija sits in the Kirkuk–Salahuddin seam, precisely the belt where departed coalition surveillance was doing the work. Long War Journal reported on 26 September that the disarmament timeline is tied to an agreement for Turkey to hand over the Bashiqa–Zilkan base in stages — a second foreign withdrawal running on a parallel clock, and one almost nobody is counting.

Assessment: An air-defence exception is not a footnote; it is a licence to engage on the one axis — Israeli or American overflight — where escalation is most likely and least deniable. Kataib Hezbollah has structured a posture in which it can claim compliance domestically and retain its only operationally relevant mission. The analyst framing worth borrowing, from defense.info, is that “disarm and disband” is a misnomer when formations “just get new uniforms when they move into the PMF.” The test by June 2027 is not weapons surrendered but command authority transferred, and no one in Baghdad has yet published a metric for that. Note also that this desk cannot confirm nine of twenty-three cabinet posts have been filled since May.
