Blockade Arithmetic

A 900-tanker figure enters Mali’s fuel war through three aggregators and no primary source

The only fresh number on the Bamako blockade this week reached readers via allAfrica, African Arguments and Modern Diplomacy in sequence. Nobody has produced the original count.

allAfrica carried a piece on 8 October under the headline “Mali: 900 Tankers Under Escort — What Africa Corps Actually Does in Mali,” with a companion item indexed in the same 24 hours. The text is attributed to Hassane Sissoko writing for African Arguments, and Sissoko in turn is described as citing reports from Modern Diplomacy. The chain is allAfrica to African Arguments to Modern Diplomacy to an origin that is not named at any point in it. The same piece quotes analysts at the Institute for Security Studies warning in October 2025 that escorted convoys are a costly and complicated option, requiring armoured vehicles and fuel for the escort itself. The Files has not located a primary count of 900 escorted tankers from the Malian army, Africa Corps or any independent monitor, and does not report the figure as established.

The underlying campaign is better documented than this week’s number. Open-source reporting compiled by the specialist tracker theopscon records JNIM ambushing tanker convoys on southern Mali’s routes since 3 September 2025 and torching more than 300 vehicles, across Kayes, Koulikoro, Ségou, Mopti and Sikasso regions. Bellingcat, counting independently, found more than 130 tankers destroyed since September in an investigation cited by ACLED around December 2025. Those two figures cover different spans and different methods; the 130 is the counted one. The blockade eased in early 2026 following negotiations with the government and increased military activity, before JNIM announced a full blockade of Bamako on 28 April. Africanews reported that Assimi Goïta appeared publicly on 29 April, after days out of sight, to say the situation was “mastered.”

Assessment: Treat 900 as a claim about Africa Corps' usefulness, not as a measurement of fuel moved. It arrives in the week Russian forces are reported to have been pushed out of a northern town, and it does exactly the work a sponsor would want: converts an escort mission into a throughput statistic. The test is cheap and specific — pump prices in Bamako, queue lengths, import tonnage. None of that was published this week by anyone. Note also what the blockade’s 2026 easing says: a siege that relaxes through talks with the junta is a bargaining instrument, not a strangulation. JNIM has repeatedly shown it prefers the tap to the kill.
