Highly Likely

Burnham names the IRGC over the Fairford plot and assembles a thirty-state statement

Britain sanctioned two Iranians and summoned Tehran’s ambassador over a September incident at the base used to launch US strikes on Iran. The underlying intelligence remains unpublished.

Prime Minister Andy Burnham said on Monday that a suspected plot against RAF Fairford — the base from which US forces have launched strikes on Iran — was “highly likely” coordinated in Iran and “almost certainly” directed by the Islamic Revolutionary Guard Corps. The incident dates to September. Britain sanctioned two Iranians and the Foreign Office summoned Iran’s ambassador, who denied involvement. Foreign ministries from almost 30 countries issued a joint statement condemning “Iran’s use of violent attacks... against us and our partners”; Iran International’s live blog gives the signatory count as 29, AFP as “almost 30.” Tehran called the allegations “unfounded and malicious speculations” and objected specifically to the probabilistic language, the same “highly likely” formulation Britain used after the 2018 Salisbury poisoning.

Assessment: This is a government assertion at a stated confidence level, not a published evidentiary case, and the confidence language is doing deliberate work: “highly likely” and “almost certainly” are assessment grades, not findings. The diplomatic product is the thirty-odd signatures, which cost Tehran more than the two sanctions designations do. Note the timing against the Hormuz file: a coalition statement on Iranian violence abroad narrows the space in which Washington can be seen to concede conditions on the strait. Whether that was the intent, the effect is the same.
