One Attack, Twelve Headlines

AP’s wire called them masked settlers, CNN called them Israeli settlers, same Saturday

A European diplomatic delegation was attacked near Taybeh in the occupied West Bank on 17 October. The twelve headline constructions that followed disagreed less about the facts than about which of them belonged above the fold.

The Associated Press story by Cara Anna, carried on 17 October by the Washington Times, CBS17, ClickOnDetroit, KOB and Yahoo under an identical slug, ran as “Masked settlers attack European diplomats in the occupied West Bank.” CNN, publishing at 12:26 PM ET the same day, ran “Israeli settlers attack group of European diplomats in the occupied West Bank.” The event, the date and the location are the same; the difference is whether the attackers' nationality appears in the headline or waits for the body text. Every non-Western outlet in the set resolved it the other way. Al Jazeera: “Israeli settlers attack European diplomats during West Bank olive harvest.” Xinhua, updating at 03:49 on 18 October: “Israeli settlers attack Palestinians, European diplomats in West Bank.” TRT World and Daily Sabah, both Turkish and both aligned with Ankara, went further still, to “illegal Israeli settlers” and “Israeli settler terrorists.”

CBS News was the only outlet in the set to put the Israeli government’s response inside the headline: “European diplomats say they were attacked by Israeli settlers in the West Bank; Israel urges caution before drawing conclusions,” updated 5:02 PM EDT. The attributed-claim construction — diplomats *say* — appears nowhere else among the twelve. CBS’s own retrieved body text, which this desk has only in search-result form and not from the full page, reports that Benjamin Netanyahu’s office condemned the reports while urging caution, and separately that Israeli police said footage circulating online appears to show diplomats being attacked near Taybeh. CNN, meanwhile, ran two headlines on the same URL path: the US edition as above, the international edition as “Israeli settlers attack diplomats in West Bank one day after assault on Washington Post journalist.”

Assessment: The AP construction is defensible as wire practice — identification goes in the lede, not the slug — but wire headlines are what two hundred local outlets publish unedited, and “masked settlers” is the version most American readers saw. CBS’s choice is the harder one to defend: the hedge sits in the headline while the Israeli police acknowledgement of the footage sits in the body. CNN’s edition split is the most quietly revealing item here. The same desk decided the previous day’s assault on a Washington Post photojournalist was context for readers outside the United States and not for readers inside it. Caveat this desk’s own limits: Reuters, the BBC, the Guardian, the New York Times and the Washington Post could not be retrieved in-window. This is a twelve-outlet comparison with four of the most consequential mastheads missing.
