Two Tracks, One Sahel

ECOWAS and the Sahel juntas agree to talk, while Algiers signs directly with Niamey

Delegations from ECOWAS and the Alliance of Sahel States met in Dakar on 17 October and agreed to form joint working groups — with no date set for a second session. Days later, Algeria reportedly signed a military protocol with Niger.

Delegations from ECOWAS and the Confederation of Sahel States met in Dakar on Saturday 17 October for the first ministerial session between the two blocs since Mali, Burkina Faso and Niger announced their withdrawal from the regional body — nearly 21 months earlier, by TrendsnAfrica’s count on 23 October. BusinessDay in Lagos and Channel Africa both reported on 20 October that the two sides agreed to establish joint working groups to prepare a framework cooperation agreement covering trade, transport and regional integration, with Côte d’Ivoire and Senegal pressing for closer defence talks. Senegal currently chairs ECOWAS. No date was set for the next ministerial session, and no communiqué text from either delegation has surfaced; none of the reporting carries a named quote from either side of the table.

Running alongside the Dakar track is a bilateral one that does not pass through Abuja. La Nouvelle Tribune, a Beninese site, reported on 24 October that Algerian chief of staff and deputy defence minister General Saïd Chanegriha signed a military cooperation protocol with Nigerien Defence Minister Salifou Modi in Algiers on 21 October — a thaw more than eighteen months after the downed-drone affair soured Algiers' relations with Bamako. The Files has not seen an Algerian Ministry of National Defence communiqué or APS confirmation, and the claim rests on a single aggregator. Separately, Ghana’s state broadcaster GBC reported on 22 October that President John Dramani Mahama, speaking at the Financial Times Africa Summit in London, urged AES states to open up to assistance from interested international partners against terrorism. GBC carried no direct quote.

Assessment: An agreement to constitute working groups, with no date for the next meeting, is a process announcement rather than an outcome — and it is worth noting which items ECOWAS got onto the agenda (trade, transport, integration) and which it did not. Security cooperation remains the thing the juntas will discuss bilaterally and not in a bloc format. If the Algiers protocol confirms, it tells you where Niamey thinks the useful conversation is. Mahama is ECOWAS’s softest available offer and has been rebuffed before; that he is making it from a London summit podium rather than from Niamey is itself the measure of access.
