Say Versus Confirm

Two unnamed Iranian officials become a confirmation in under twenty-four hours

A New York Times report sourced to two anonymous Iranian officials spread across five outlets over the weekend. Along the way, the verb changed from ‘say' to ‘confirm'.

The New York Times reported on Saturday 24 October that two senior Iranian officials — one described as a member of the Islamic Revolutionary Guard Corps — said Tehran is preparing to target US diplomats and personnel, arguing that because Israel and the United States have killed dozens of senior Iranian officials and several family members, American citizens are now “legitimate targets.” The report followed a memo from US national intelligence chief Jay Clayton to Secretary of State Marco Rubio warning that Iran had “substantially increased” its efforts to target Americans in the Middle East and beyond, with US officials reported to assess Tehran as being in the “advanced stages” of planning and the threat level as the highest since the war began in February. The Files did not retrieve the NYT original; everything below is a downstream rewrite of it.

Haaretz, on 25 October, labelled its item “Report” and used the verb say: “Report: Iranian Officials Say U.S. Diplomats ‘Fair Game' as War Tensions Mount.” The Jerusalem Post did the same, appending “- report” to a headline built on “Iranian officials say.” Israel National News flashed it at 07:10 as a flat quotation of the officials: “Iranian officials: American citizens are considered legitimate targets.” The Media Line and the Times of Israel chose a different verb. The Media Line: “Iranian Officials Confirm Tehran Preparing To Target US Diplomats, Personnel.” The Times of Israel liveblog entry: “2 Iranian officials confirm Tehran preparing to target US diplomats, personnel — NYT.” Say and confirm are not synonyms. Say marks an assertion by an interested party. Confirm asserts that the assertion has been established as true.

Assessment: Confirm is the load-bearing word, and nothing in this chain supports it. Two anonymous officials from a state at war cannot confirm anything; they can only assert, and their incentives are unknowable — a Tehran faction signalling deterrence, a hardliner freelancing, or a sincere leak are all consistent with the same quotes. The Clayton memo is a separate US assessment that arrived first and gives the Iranian quotes a frame they would not otherwise have. Readers should treat the threat assessment and the sourcing of the Iranian remarks as two different questions. Most of the weekend’s copy merged them.
