Barrels Before Politics

Baghdad’s exports claw back to 3.4m bpd as Washington blesses the northern route

Iraq’s oil minister says October exports passed 3.4 million barrels a day, up from 3 million in September and a wartime production trough of 1.39 million. A US endorsement of the Baghdad–Erbil pipeline deal marks a reversal of the posture Washington held through 2023–25.

Oil Minister Basim Muhammad Khudhair al-Abadi told the state-run Iraqi News Agency on 20 October that exports had risen to more than 3.4 million barrels per day in October, against a September average of 3 million, routed through the Strait of Hormuz, Ceyhan and pipeline infrastructure via Syria, according to Iraq Business News. The recovery is measured against a deep hole: OilPrice.com reported in late May that Iraqi production had collapsed to 1.39 million bpd after the Hormuz blockade stranded exports — a production figure, not an export one, and trade press rather than a wire. Al Jazeera put the pre-war baseline at roughly 3.5 million bpd through Hormuz, generating 90 percent of government revenue, and reported on 16 October that Iraq still faces severe liquidity shortages stemming from the conflict. The northern route is the hedge: on 1 August, oil ministry spokesman Salim al-Rikabi said Baghdad and Ankara had signed a one-year deal under which “the agreement sets an export capacity of 750,000 barrels per day” through Ceyhan, a figure corroborated by the Washington Post the same day.

The diplomatic layer arrived this week. Iraqi News, datelined 28 October, reports that the United States commended the Baghdad–Erbil deal to restart shipments to Ceyhan despite continuing concerns about security risks in Iraq’s energy sector, attributing to a figure named Barrack the line that Washington is committed to supporting these initiatives. The Files could not verify the dateline — the search index returned a page age inconsistent with it — and the snippet gives no title for Barrack, so he is not named or titled here beyond what the page carries. Iraqi News is an aggregator. The underlying arrangement has a documented history: SOMO director Ali al-Shatri told Rudaw on 28 March that the federal government, the KRG and northern operators had agreed to renew Kurdish exports through Ceyhan, and SOMO told INA on 18 March it was moving 900,000 bpd in cooperation with international companies.

Assessment: Read the recovery as a routing story, not a production one. Baghdad has rebuilt volume by spreading risk across three corridors — Hormuz, Ceyhan and Syria — which is why the Iraq–Syria talks reported by Iraq Business News on 29 October matter more than their billing as ‘economic ties'. The 750,000 bpd Ceyhan contract sits well under the line’s nameplate, so the ceiling is commercial and political, not physical. Treat the US endorsement with care: a single aggregator page with a disputed dateline and an untitled speaker is not a policy shift. But if it holds, Washington’s leverage in the north has inverted — from blocking KRG barrels to underwriting them, at a moment when it is also declining to name Iraqi militias in its own threat advisories.
