Announcement Versus Delivery

Niger decrees a national railway company while its goods still move by road to Cotonou and Lomé

A cabinet decree creates the Société nigérienne de transport par rails under the AES railway strategy. The confederation’s record on building what it announces is the relevant context.

Niger’s government approved a decree establishing the Société nigérienne de transport par rails, created under the Alliance of Sahel States railway transport development strategy, according to the Cabinet report of 29 October 2026. The strategy links three landlocked members — Niger, Burkina Faso and Mali — all seeking transport routes beyond the road corridors they currently depend on to the seaports of Cotonou, Lomé and Tema. The precedent is not encouraging. The Parakou–Niamey connection formed part of a proposed regional railway loop in 2014; construction began on the Niamey–Dosso section, the broader project was never completed, and no regular commercial service resulted. Rail would offer an alternative only if the network is continuous and services competitive — neither condition is near.

The institutional pattern repeats elsewhere in the confederation. AES documents propose a joint central bank and a new currency, but as of September 2026 the formal currency in all three states remains the West African CFA franc and all three remain inside WAEMU despite political hostility to the arrangement; no such institution has been established and no implementation date has been set, per the Rio Times. Coordination, meanwhile, is running through Moscow. On the evening of 29 October, on the margins of the third Russia–Africa Summit, Burkina Faso’s Prime Minister Rimtalba Jean Emmanuel Ouédraogo and the Nigerien delegation were received by Mali’s transition president, General Assimi Goïta, at his residence, in a meeting that reviewed AES dealings with Russia and sought Goïta’s guidance on the AES–Moscow strategic partnership, according to a Burkinabè government communiqué reproduced by Témoignages.

Assessment: Two things are worth separating. A decree creating a company is a legal act, not a railway; the 2014 loop produced a part-built section and nothing else, and that is the baseline against which this should be measured in two years. The Moscow meeting is the more revealing item. Burkina sent its prime minister, Niger sent a delegation, and both were received by Goïta at his residence — a hierarchy signal inside a confederation that presents itself as a partnership of equals. Note what it sits beside: Goïta was hosting AES partners in Moscow in the same week that Algerian troops entered a fellow member state, with no Malian comment located.
