Two Reports, Thirteen Days

Human Rights Watch turns on JNIM after documenting Malian army and Russian abuses

A 4 November report accuses the jihadist alliance of war crimes in northern Burkina Faso, thirteen days after the same organisation accused Bamako’s forces and Russia’s Africa Corps of torture and a lethal drone strike.

Human Rights Watch published a report on 4 November titled “Burkina Faso: Islamist Armed Group Targets Civilians”, finding that at least 27 civilians were killed in two attacks attributed to Jama’at Nusrat al-Islam wal-Muslimin in Yatenga province in September. According to the organisation, more than 60 fighters stormed an artisanal gold mining site near Soubo village on 1 September, killing 24 civilians and injuring at least 20 over roughly two hours; witnesses said people were shot while sleeping, working or fleeing, and residents who returned found bodies on the ground and inside the mining pits. Four days later an explosive device killed three people on a motorcycle near Mera village, including a five-year-old child and a 65-year-old woman. HRW cites satellite imagery recorded on 10 October showing hundreds of structures destroyed at Soubo, and says the attacks appear to constitute war crimes.

“The JNIM armed group’s relentless, unlawful attacks put civilians across Burkina Faso at grave risk,” said Ilaria Allegrozzi, the organisation’s senior Sahel researcher, who called on the authorities to “urgently strengthen protection for threatened communities, investigate abuses, and fairly prosecute those responsible”. An unnamed 45-year-old survivor told HRW: “I’ve seen dozens of injured people, many by bullets, others because they fell while fleeing and fractured their legs or arms.” The report also records that JNIM’s Sharia Committee replied to the organisation on 30 September, a response HRW says it published in English and Arabic. On 22 October the same organisation reported that Malian soldiers and Russian Africa Corps personnel held detainees in a metal container at the Sévaré base between May and August, subjecting many to beatings, electric shock and waterboarding, and that a 16 September drone strike on Guélédié village in Mopti killed eight civilians. HRW said neither the Malian nor the Russian defence ministry answered its inquiries.

Assessment: The pairing matters more than either file. A jihadist governance body answering a Western rights organisation on the record while two state defence ministries ignore it is a statement about who is courting legitimacy and who believes it no longer needs to. Read the casualty figures as HRW’s, built on witness testimony and imagery, not as wire-confirmed events; no Burkinabè government response is on record. Note too what sits underneath Soubo: artisanal gold, the same resource Ouagadougou restricted around Ouahigouya in June, and the same economy both sides are trying to tax or deny.
