Article 8 Ties Gaza Disarmament to Phased Withdrawal; Israel’s Briefers Say Withdrawal Comes Only After Disarmament

The disarmament agreement announced by Trump late on Thursday 30 July, with mediators from Egypt, Qatar, Türkiye and the United States, is public in full text via The National and AP. Article 8 provides that decommissioning and storage of heavy weapons, military production sites, depots and tunnels begins after the remaining Sharm el-Sheikh Protocol commitments are completed, after the National Committee for the Administration of Gaza enters and after the International Stabilization Force deploys; that it is administered by NCAG on a timetable “completed within 14 days after all parties approve the Roadmap,” extendable by the International Verification Commission; and that it is “linked to an Israeli withdrawal, in phases.” Al Jazeera’s read of the text notes no weapons pass to Israel or any non-Palestinian party. The Jerusalem Post, updated 21:24 on 1 August, reported that “the IDF will not withdraw from the current Yellow Line in the Gaza Strip without the full disarmament of Hamas, a diplomatic source reiterated” — one unnamed Israeli official.

On the ground the clock has not stopped anything. The Times of Israel reported eight killed in Gaza strikes overnight into Sunday, labelling the figure “reported,” under the framing that Israel “appears to hold off on deal to halt attacks.” AP photographed destroyed buildings at the site of a strike in the al-Maghazi refugee camp on 1 August; AFP photographed wrecked tents after a strike its own caption says allegedly targeted a medical equipment warehouse belonging to al-Aqsa Martyrs Hospital in Deir al-Balah the same day. Also on Sunday, the exiled Palestinian politician Mohammad Dahlan posted that Jared Kushner had told him he had succeeded in getting Israel to halt strikes, then deleted the post about seven hours later and replaced it with: “Mr. Jared Kushner has informed us that he is working with the Israeli side to halt the attacks on Gaza.”

Assessment: The announcement is not the story; the sequencing is. A roadmap that links decommissioning to phased withdrawal and a red line that makes withdrawal conditional on completed disarmament cannot both be executed as written, and the 14-day clock runs against whichever party is judged to have moved second. Note who is on the record: the text is primary and public, while the Israeli position reaching print comes from a single unnamed diplomatic source and Hamas’s sequencing from an unnamed official. Dahlan’s seven-hour window is the useful artefact — a halt was circulating as fact before anyone with authority to order one had said anything.
