Al-Manassa Counts Two Acting General Guides Inside the Group Washington Designates Chapter by Chapter

The independent Egyptian outlet describes an organisation without settled leadership. The designation record names branches and one foreign leader, not a chain of command.

Al-Manassa, an independent Egyptian outlet, published an account of the Brotherhood as an organisation without leadership and under pursuit, reporting that on 20 June 2026 — the anniversary of Mohamed Morsi’s death — Mahmoud Hussein issued a statement titled “Our vision: one group.” Al-Manassa describes Hussein as one of two men each currently holding the title of acting General Guide. The claim is that outlet’s and The Files has not corroborated it. Set against the legal record, it matters: the State Department’s 13 January statement, attributed to Secretary of State Marco Rubio, designated the Lebanese Muslim Brotherhood as a Foreign Terrorist Organization and Specially Designated Global Terrorist and named its leader, Muhammad Fawzi Taqqosh, as an SDGT. Treasury designated the Egyptian and Jordanian branches under Executive Order 13224 on the stated ground of material support to Hamas. Neither names a general guide.

The organisation’s own platforms are the other half of the record, and they assert the tie the designations rest on. A statement dated 20 July 2026 on ikhwan.site congratulated Hamas on electing Khalil al-Hayya head of its political bureau, succeeding Yahya Sinwar, whom the statement calls a martyr. Bawabat al-Hurriya wal-Adala, at fj-p.com, carried a statement dated 2 July 2026 calling for national dialogue to end polarisation and build a modern civil democratic state. Ikhwanonline, which describes itself on its masthead as the group’s official site, showed a most recent dated item of 23 July. Ikhwan.site carries items dated 30 July, 1 August and 3 August 2026 that The Files has not read; nothing here should be taken as the group’s position this week.

Assessment: A designation is an instrument for freezing money and barring transactions, and both require knowing whose signature binds the entity. If two men each answer to acting General Guide, the American list is attached to a name and a branch rather than to a command structure — which is easier to publish and harder to enforce. Distrust the leadership reporting in one direction and the platform statements in the other: Cairo has an interest in a fractured Brotherhood, and the group’s own sites are self-presentation. But the Hamas link is asserted by Treasury and by ikhwan.site alike, for opposite reasons, which makes the legal predicate cheap to establish and very hard to bound.
