Governor Kevin Stitt signed Executive Order 2026-29 on 12 August, directing state homeland security to assess whether the Muslim Brotherhood, CAIR or their affiliates present a threat in Oklahoma, and to lobby Washington for a federal terrorist designation. He did not designate anything himself.

The federal designation ladder Stitt is petitioning into has stalled in the gap between two authorities, and the statute that would close it has sat off the House floor since December.

Governor Kevin Stitt’s Executive Order 2026-29 directs two state agencies to assess whether the Muslim Brotherhood and CAIR pose a threat in Oklahoma. It designates nothing, and several outlets have reported it as though it does.

A podcast segment on 11 August framed the movement as spent, its leaders jailed or exiled. The legal machinery built against it in Washington and three state capitals assumes the opposite.

Executive Order 14362 was signed on 24 November 2025 and has produced four designated chapters in 264 days. The legislative text behind the campaign enumerates at least thirty-one jurisdictions.

Ikhwan Online’s 5 August item on Abdul El-Sayed’s Senate primary victory reached English-language readers only through conservative and pro-Israel media. The Arabic original has not been independently verified.

A statement dated 8 August and signed by Mahmoud Hussein praises an Islamic joint defence arrangement, seven months after Washington designated the movement’s Egyptian and Jordanian chapters. It is the only organisational output this desk can confirm in the window.

OFAC’s late-July action named Mahmoud al-Abyari as a UK-based senior leader of the Egyptian Muslim Brotherhood and Secretary General of its General Secretariat. No British government response has surfaced in the material this desk has checked.

Jewish Insider reported around 6 August that Democrats plan to boycott a Senate Judiciary subcommittee hearing on the Muslim Brotherhood’s US operations. The hearing date, chair, witness list and the on-record status of the boycott are not established in the retrievable record.

The federal architecture names Brotherhood chapters overseas. The litigation that will decide what the word covers inside the United States is running in state courts, and the load-bearing documents are still unread.

Executive Order 14362 set up a rolling, chapter-by-chapter designation process that has actioned nobody since March. The bill that would replace it passed committee eight months ago and has not reached a floor.

The Islamic Action Front rejected the electoral commission’s order on 26 February. The deadline expired around late April, and the most recent dated enforcement action we could retrieve is from 3 May.

The single concrete legislative request out of Ted Cruz’s August 5 Brotherhood hearing was successor-entity liability. Five days on, no sponsor has been named — and two state attorneys general are already trying to solve the same problem in court.

Abdul El-Sayed’s August 4 primary win is uncontested. The claim that Ikhwan Online celebrated it travelled from a single partisan Michigan site to an NRSC press release to a dozen aggregators, with no Arabic original produced along the way.

An organisation whose Egyptian and Jordanian branches were designated as Specially Designated Global Terrorists in January published a same-day endorsement of a Saudi–Turkish–Pakistani security agreement. None of the three signatories has said anything back.

Abdul El-Sayed won his primary by roughly a point on 4 August. The case put against him at the following day’s Brotherhood hearing was associational, and the outlet reporting it said so.

The two American measures that name a US organisation rather than a foreign chapter are both in litigation, and one of them has been stayed. Neither docket has produced a ruling on the merits.

The independent Egyptian outlet describes an organisation without settled leadership. The designation record names branches and one foreign leader, not a chain of command.

The Senate Judiciary subcommittee heard three witnesses on 5 August with a single senator in the room. The absent majority has drawn no questions from anyone covering it.

The boycott was framed as a rejection of the threat. Blumenthal’s reported remarks, and the single legislative ask that came out of the room, both point somewhere narrower.

Washington has designated Brotherhood branches in Lebanon, Egypt, Jordan and — on one undated account — Sudan entirely through executive instruments, while the three congressional bills that would make the same designations permanent have gone nowhere.

A Freedom and Justice Party platform carried a fraternal note to Hamas over Khalil al-Hayya’s reported election. The entire US Treasury case against the Egyptian and Jordanian chapters rests on material support to Hamas.

A congressional tracking service reports a Senate panel will examine the Brotherhood’s US operations. Nothing designated so far under Executive Order 14362 is domestic, and the pending Senate bill names 34 jurisdictions, none of them the United States.

The committee’s hearings index carries a date and a room. The hearing’s own event page has not moved since May, and no witness list has surfaced.

Executive Order 14362 built a chapter-by-chapter structure. The rhetoric attached to it has been moving toward the organisation as a single global entity, and the two do not fit together.

Eight days after OFAC designated the Muslim Brotherhood’s secretary general, three published versions of his nationality are in circulation and none rests on a passport anyone has seen. The answer decides which European government is on the hook.

The Islamic Action Front became Hizb al-Umma on 19 April after 34 years, on the election commission’s order rather than by proscription. Whether that is severance or wrapper turns on a contest two outlets date differently.

The 23 July OFAC tranche is being read in Europe as a London story. Its numerical centre of gravity is a single Türkiye-registered trading company, and no Turkish official has responded in the six days since.

France, the Netherlands and Britain have produced votes, reviews and polling. Austria is the only European state with an actual prohibition — and the sanctioned secretary general’s nationality is still unresolved.

The 23 July designation names Mahmoud al-Abyari as Secretary General of the Muslim Brotherhood General Secretariat. Reporting from inside the UK network suggests the body he is named for may have no incorporation, accounts or address to freeze.

Five days after Washington named its Secretary General, the organisation’s English-language output addresses the Temple movement, Ibrahim Traoré and Khalil al-Hayya — not the designation. Egyptian and Jordanian state-aligned media have filled the silence.
