The Brotherhood Brief

The Florida Cabinet voted on 29 September to put three organisations the federal government has never designated onto a new state terrorism list, alongside more than 90 groups Washington already lists. The ACLU said it would seek a preliminary injunction on Thursday.

Egyptian state-aligned commentary is framing the American and European turn as belated recognition of what Cairo saw first. The record underneath shows national and sub-national action running well ahead of any supranational decision.

A survey published 28 September argues Europe has moved from warnings to legislation. The record shows national resolutions, one Dutch security service saying there is nothing structured to ban, and zero EU-level listings.

FEMYSO held its European Action Day Against Islamophobia on 21 September. A Middle East Forum publication says the EU supported it; FEMYSO says it receives no direct government funding.

An analysis published Monday frames European scrutiny as having shifted from violence to network mapping. The legal record behind that shift remains two non-binding votes, one party-internal draft outline, and no EU designation.

OFAC named a UK-based senior Egyptian Brotherhood figure in July. Nothing in the public record shows any corresponding British action since.

Four Muslim Brotherhood chapters have been designated since January. The expansion has since slowed into litigation, while the loudest new claims come from Europe and rest on partisan sourcing.

A money-laundering file moved to the Attorney General in January on the same days Washington designated the Jordanian chapter. An Amman think tank has mapped a merger clause that could dissolve the Islamic Action Front into something the designations do not name.

State and Treasury listed the Lebanese, Egyptian, Jordanian and Sudanese chapters between January and March. In Jordan the label arrived after the ban, the renaming and the election result.

Austria’s integration minister says she is drafting a constitutional ban. In the Netherlands, parliament voted for one after the intelligence service said there was no structured organisation to outlaw.

A state rule cleared on 11 September lets Florida label the Muslim Brotherhood, CAIR and antifa domestic terrorists. No US court has ever had to define what the first of those three legally is.

Fox News revived an eight-year-old exchange in which Abdul El-Sayed denies Brotherhood ties. The designation architecture built since November 2025 is what makes old footage newly usable.

Chancellor Christian Stocker has announced a constitutional law and conceded he does not know how he would reach the two-thirds majority it requires. The same gap — between a ban announced and a body that can legally be banned — runs through the Dutch and Australian versions of the campaign.

The Islamic Action Front rejected an order to rename itself in February and accepted one in April, emerging as the Umma Party. The sequence is the clearest available measure of what a licensing authority can extract from a movement that has already lost its legal form.

The Foundation for Defense of Democracies says Muath al-Khawaldeh, once the Jordanian Muslim Brotherhood’s official spokesman, now leads the Ummah Party. The claim is single-sourced and partisan, and Amman has not responded.

Mahmoud al-Abyari has been under US sanctions since July. Britain has taken no equivalent step, and the European debate remains stuck on whether the Brotherhood is a legal entity at all.

A US-incorporated advocacy group is now the target of the designation machinery built for Brotherhood chapters abroad. Nothing has been designated, and the push rests so far on one outlet’s reporting.

The claim is uncorroborated by any Jordanian or wire outlet. If true, it is the first real test of whether April’s name change severed the party from the banned Brotherhood.

Global Investigations Review reports the first trial of a bank over claimed civil violations of a US terrorism-financing statute has opened in the Eastern District of New York. The Files is not naming the institution, and the opening date is not yet pinned.

On 13 January the group said it would pursue “all appropriate legal avenues.” Eight months on, no filing has been located — while advocacy publishers fill the evidentiary space with government numbers they have not sourced.

On 17 September the Egyptian Muslim Brotherhood published a statement on its own masthead condemning the targeting of Mecca “whoever is behind it.” This desk could not independently confirm the incident the statement responds to.

FEMYSO holds its European Action Day Against Islamophobia in Brussels today. The claim that the EU is paying for it comes from an advocacy group campaigning for designation, and no Commission statement confirms it.

The statement is confirmed as a document; the event it responds to is not. Two days later, a state-aligned Cairo daily recast the group as an information-warfare threat rather than a violent one.

The Cabinet vote of 11 September created a procedure, not a proscription. It sits on top of an existing federal injunction, a Texas suit, and a federal order that carefully designates chapters rather than the organisation.

Anthropic’s September threat report describes a single actor running a campaign to dismantle the Muslim Brotherhood globally. The finding reached the public through Middle East Eye, an interested party in the same fight.

Austria’s integration minister says she will circulate a draft constitutional prohibition on political Islam and will not rule out including the state-recognised Islamic body. No bill exists, and the European Commission has spent seven months not answering the question.

The First Criminal Circuit at Badr, sitting in chambers, ordered the organisation and two named individuals onto Egypt’s terrorist-entity list; the decision was published in the Official Gazette on 15 September.

Austria’s government says it will write a prohibition of “political Islam” into constitutional law; Marine Le Pen promises a referendum. No EU member state has enacted a general ban.

A Cabinet teleconference lasting under two minutes on the 9/11 anniversary put the procedure in place. The designations recommended in July are still not issued.

Claudia Bauer is drafting a constitutional ban on “political Islam”. No text has been published, and the definition the government would lean on describes an ideology rather than an organisation.

Egypt’s Official Gazette carried the renewal on 8 September. Egyptian outlets discovered it on 15 September and wrote it as a fresh ruling.

The rule governs how the state names domestic and foreign terrorist organisations. The Brotherhood is on the list; CAIR is the entity actually being sued and suing.

The Cabinet vote on 11 September created a process, not a designation. The legal exposure sits in the gap between the two, with a federal injunction against the state’s earlier order still in force.

The group has said since November that it is pursuing “all available legal avenues.” A week’s sweep found no filing. Its verifiable court appearances are at the Badr complex outside Cairo.

A two-minute vote on 11 September approved the rule that lets Florida’s police agency actually designate CAIR, the Muslim Brotherhood and Antifa — moving a nine-month-old executive order from proclamation into procedure.

Claudia Bauer told APA on 5 September she wants the Muslim Brotherhood, Hezbollah and Hizb ut-Tahrir outlawed — and that the IGGÖ, Austria’s official Islamic religious community, could be caught by it.

DeSantis and the Cabinet voted in under two minutes on 11 September to adopt an emergency rule setting out how the state labels groups terrorist organisations. CAIR and the Muslim Brotherhood remain un-designated.

Claudia Bauer told APA she wants the Muslim Brotherhood prohibited and could not exclude the state-recognised Islamic Religious Community from the law’s reach. Ten Kultusgemeinden and a coalition partner’s Vienna mayor pushed back within days.

A ministerial interview on 5 September called for a constitutional-rank ban on the Muslim Brotherhood and declined to exempt the IGGÖ. A week on, there is still no bill text in the public record.

Executive Order 14362 framed chapter designations as a rolling process. Four came in the first fifteen weeks. None has come since 9 March.

Chancellor Christian Stocker’s government has begun work on a constitutional prohibition naming the Muslim Brotherhood, and now the official Islamic body too. Asked how he would find a two-thirds majority, Stocker said he did not know.

The Ennahda leader, 84, has been held since April 2023. Amnesty’s tally published this week is the cleanest set of numbers on the file — and shows a method: not one trial, but a dozen.

A single Austrian Press Agency interview on 5 September moved a rhetorical pledge into draft legislative language covering the Muslim Brotherhood, Hezbollah and Hizb ut-Tahrir. Whether the coalition can pass it is unresolved.

A US-designated Brotherhood secretary general is reported resident in Britain and London has said nothing. The Dutch intelligence service says the organisation Europe wants to outlaw is not an organisation.

Austria’s integration minister told the state news agency on 5 September that a constitutional prohibition should cover the Muslim Brotherhood and that the state-recognised IGGÖ cannot be ruled out of scope. No draft text has circulated.

State called the January designations “the opening actions of an ongoing, sustained” campaign. One chapter has followed, in March. The pace, not the rhetoric, is now the measure.

MEMRI’s subtitles of Ali al-Qaradaghi praising the electoral rise of Zohran Mamdani and Abdul El-Sayed circulated in US media this weekend. The significance is not the cleric’s opinion but the gap in Executive Order 14362 it is being used to fill.

Abdel Rahim Ali told MBC Masr the gathering was ‘more than 80%' likely. The claim is unverified and single-sourced — but it comes with a deadline, which makes it checkable.

Executive Order 14362 named no organisation. What followed has been a sequence of press releases whose legal effect, eight months on, we could not verify in the Federal Register.

Christian Stocker told a Vienna tabloid his government would begin drafting a law against “political Islam.” A constitutional law needs two-thirds of the Nationalrat, and he does not have it.

Claudia Bauer told the Austrian press agency on 5 September she is preparing her own draft to outlaw the Brotherhood and further Islamist organisations. What exists so far is an interview, not a law.

Abdul Rahman Yusuf al-Qaradawi was sentenced on 27 August and pardoned by Sheikh Mohamed bin Zayed on 4 September. Where he goes next has not been established.

Executive Order 14362 identified Lebanon, Jordan and Egypt. Ten months on, the executing agencies have added Sudan, split the chapters across two legal tiers, and left Congress pushing a definition covering 33 jurisdictions.

The Jordanian case rests on the same Lebanon–Hamas evidentiary chain the State Department used against the Lebanese chapter. Nine months into the ban, the movement has met it with near-silence rather than the streets.

Reports dated 2 September describe a move to write a prohibition framed around the Muslim Brotherhood into Austrian constitutional law. No wire service, no Austrian outlet and no government document has been found to support it.

The 2026 file is thick with announcements. Sorting them by what actually carries legal force leaves a much shorter list — and one Treasury document that nobody has yet read closely.

Christian Stocker called on 28 August for a constitutional prohibition; by 1–2 September his government had begun drafting. The term it would ban has no agreed legal definition, and the country’s official Muslim body says that is the point.

Southern Methodist University pulled CAIR-Texas’s 19 September symposium, citing Greg Abbott’s November 2025 proclamation. That proclamation names CAIR nationally, not the Texas chapters — and no federal designation exists.

The American designation architecture built since November 2025 has produced four national chapters and a July finance action, but no confirmed litigation from the target and no visible response from the jurisdiction hosting a listed individual.

A French resolution carried by 157 votes to 101 and a Dutch parliamentary motion are being reported as prohibitions. Neither is, and the distinction is the story.

The State Department called the 13 January listings “opening actions” of a “sustained effort.” As of 1 September, 231 days have passed with no confirmed second tranche.

A French resolution, a Dutch motion and a Florida statute have all been reported as prohibitions. None of the three has so far produced a designation.

A private research institute alleged on 25 August that Brotherhood-aligned networks are embedded in Canadian institutions. No Canadian security or charities body has said so, and the organisations named have not been heard from.

The Dutch parliament voted to ban the group in March and the government has shown nothing for it. In Jordan, seven former officials referred to prosecutors in January remain the only case being decided by a judge.

Washington has listed four Brotherhood chapters and at least five finance actions since January. The most consequential name it produced is a man living in the United Kingdom.

Ikhwan Online’s welcome for the Mecca joint defence agreement was signed by Mahmoud Hussein as acting General Guide. Who signs is currently the most reliable indicator of how the movement’s leadership dispute is resolving.

Four Oklahoma newsrooms confirm Kevin Stitt signed an executive order on 13 August directing a state investigation of Muslim organisations, with terrorist designation floated as an outcome. What the order actually instructs, and on what statutory basis, is still not public.

France’s National Assembly backed an EU listing in January; the Dutch House approved a motion calling for a ban in March. Both remain non-binding, and the Dutch intelligence service says there is no structured organisation in the Netherlands to ban.

A statement dated 23 August on the movement’s own portal is the only item this desk can place inside the past week. Its full text has not been independently read, and no non-Brotherhood outlet has covered it.

From last November’s executive order to Kevin Stitt’s 12 August review, most instruments on this file direct someone else to decide later. The parts that actually bind are now in court.

The Muslim Brotherhood vowed on 13 January to “pursue all appropriate legal avenues” against its US terrorist designation. Seven months on, no filing has surfaced — while the two American lawsuits that do exist were brought against state governors, by Muslim civil-rights groups.

Ikhwan Online published a statement on 23 August insisting the group’s positions are expressed solely through its institutions. It is the only confirmed Brotherhood-desk document of the week, and its form is more interesting than its content.

ISGAP’s second Canada report landed on 24 August with a 200-page structural claim. The Muslim Association of Canada answered with a specific, checkable assertion about the tax authority — and no Canadian outlet or federal department was in the cycle.

Washington’s designation machine has moved five times since January. The body it is designating has had two rival leaderships since 2021 and its Supreme Guide in prison.

A partisan US outlet used Federal Election Commission filings to tie Abdul El-Sayed’s campaign to a donor convicted in absentia by a Cairo court. The frame, not the money, is the story.

A Spectator Australia piece asks why Britain has not moved against the Brotherhood and claims the White House wants to reach deeper into Europe than the July designation of a UK-based figure. No named official stands behind it.

Executive Order 14362 promised a sequenced campaign against Muslim Brotherhood chapters. Since the January listings of the Lebanese, Jordanian and Egyptian branches, described by the State Department as a first step, no second step has been announced.

Mahmoud al-Abyari was named by the US Treasury on 23 July. He is resident in the United Kingdom, which has taken no confirmed action, and only one EU state has banned the organisation outright.

The last announced US action against the Muslim Brotherhood came on 23 July, when Treasury designated a UK-resident secretary general. Nothing datable followed in the week to 23 August — a gap in announcements, not necessarily in enforcement.

The Egyptian Brotherhood’s official site was publishing and datelining normally on 21 August, seven months after Washington listed the chapter. What it chose to put at the top is the more instructive fact.

Six federal actions since November 2025 have moved from an executive order to national chapters to a Sudanese listing to individual financiers. What nobody has settled is which authority applies to whom.

Ken Paxton’s Collin County suit names five defendants and sued local CAIR chapters his own office had earlier argued were outside the state’s designation. In Florida, the ACLU is asking a court to stop a designation before it bites.

Gov. Kevin Stitt has ordered an investigation of Oklahoma chapters of the Muslim Brotherhood and CAIR, with designation to follow. Every federal listing so far has been of a foreign branch.

The group’s own platform returned to 2013 for its anniversary statement. The live files are financial and Syrian, and neither is going the organisation’s way.

Executive Order 14362 created a designation machine that targets branches one at a time. The bills that would ban the Muslim Brotherhood outright have sat in committee for more than a year.

The Islamic Action Front was ordered in February to strip religious connotations from its name within 60 days and refused. What happened when the clock ran out has not been established.

Gov. Kevin Stitt’s 12 August executive order tells state agencies to examine the Oklahoma chapters of the Muslim Brotherhood and CAIR before any listing — a slower route than Florida’s, which a federal judge has already blocked.

A statement signed by Mahmoud Hussein as acting General Guide praises the Mecca joint defence agreement. In the same fortnight, The Economist and a Gulf-aligned Yemeni site converged on the same terminal-decline frame.

Kevin Stitt’s 12 August executive order makes Oklahoma the third state to act on a designation power that, as the state’s own public broadcaster notes, belongs to Washington.

Mahmoud Hussein’s 8 August statement welcoming the Mecca joint defence agreement is unremarkable in content and revealing in its signature line.

Governor Kevin Stitt signed Executive Order 2026-29 on 12 August, directing state homeland security to assess whether the Muslim Brotherhood, CAIR or their affiliates present a threat in Oklahoma, and to lobby Washington for a federal terrorist designation. He did not designate anything himself.

The federal designation ladder Stitt is petitioning into has stalled in the gap between two authorities, and the statute that would close it has sat off the House floor since December.

Governor Kevin Stitt’s Executive Order 2026-29 directs two state agencies to assess whether the Muslim Brotherhood and CAIR pose a threat in Oklahoma. It designates nothing, and several outlets have reported it as though it does.

A podcast segment on 11 August framed the movement as spent, its leaders jailed or exiled. The legal machinery built against it in Washington and three state capitals assumes the opposite.

Executive Order 14362 was signed on 24 November 2025 and has produced four designated chapters in 264 days. The legislative text behind the campaign enumerates at least thirty-one jurisdictions.

Ikhwan Online’s 5 August item on Abdul El-Sayed’s Senate primary victory reached English-language readers only through conservative and pro-Israel media. The Arabic original has not been independently verified.

A statement dated 8 August and signed by Mahmoud Hussein praises an Islamic joint defence arrangement, seven months after Washington designated the movement’s Egyptian and Jordanian chapters. It is the only organisational output this desk can confirm in the window.

OFAC’s late-July action named Mahmoud al-Abyari as a UK-based senior leader of the Egyptian Muslim Brotherhood and Secretary General of its General Secretariat. No British government response has surfaced in the material this desk has checked.

Jewish Insider reported around 6 August that Democrats plan to boycott a Senate Judiciary subcommittee hearing on the Muslim Brotherhood’s US operations. The hearing date, chair, witness list and the on-record status of the boycott are not established in the retrievable record.

The federal architecture names Brotherhood chapters overseas. The litigation that will decide what the word covers inside the United States is running in state courts, and the load-bearing documents are still unread.

Executive Order 14362 set up a rolling, chapter-by-chapter designation process that has actioned nobody since March. The bill that would replace it passed committee eight months ago and has not reached a floor.

The Islamic Action Front rejected the electoral commission’s order on 26 February. The deadline expired around late April, and the most recent dated enforcement action we could retrieve is from 3 May.

The single concrete legislative request out of Ted Cruz’s August 5 Brotherhood hearing was successor-entity liability. Five days on, no sponsor has been named — and two state attorneys general are already trying to solve the same problem in court.

Abdul El-Sayed’s August 4 primary win is uncontested. The claim that Ikhwan Online celebrated it travelled from a single partisan Michigan site to an NRSC press release to a dozen aggregators, with no Arabic original produced along the way.

An organisation whose Egyptian and Jordanian branches were designated as Specially Designated Global Terrorists in January published a same-day endorsement of a Saudi–Turkish–Pakistani security agreement. None of the three signatories has said anything back.

Abdul El-Sayed won his primary by roughly a point on 4 August. The case put against him at the following day’s Brotherhood hearing was associational, and the outlet reporting it said so.

The two American measures that name a US organisation rather than a foreign chapter are both in litigation, and one of them has been stayed. Neither docket has produced a ruling on the merits.

The independent Egyptian outlet describes an organisation without settled leadership. The designation record names branches and one foreign leader, not a chain of command.

The Senate Judiciary subcommittee heard three witnesses on 5 August with a single senator in the room. The absent majority has drawn no questions from anyone covering it.

The boycott was framed as a rejection of the threat. Blumenthal’s reported remarks, and the single legislative ask that came out of the room, both point somewhere narrower.

Washington has designated Brotherhood branches in Lebanon, Egypt, Jordan and — on one undated account — Sudan entirely through executive instruments, while the three congressional bills that would make the same designations permanent have gone nowhere.

Dutch and French parliamentarians have voted to outlaw the Muslim Brotherhood; in both capitals the objection raised in reply was the same, that no formally structured organisation exists to be outlawed.

The Senate Judiciary subcommittee hearing on Muslim Brotherhood networks in America convenes at 10:30 a.m. Wednesday with an announced witness list drawn entirely from the designation-advocacy side and five of its Democratic members publicly absent.

A legislative tracker read a stale committee webpage on 1 August. By 3 August the doubt had been reproduced in Cairo, including by a state-affiliated outlet. The hearing convenes today.

The Files noted on Tuesday that no primary record confirmed July’s Brotherhood fundraising sanctions. The record exists — and it raises a question about organisational structure that no English-language coverage has engaged.

The Judiciary subcommittee has re-listed “Hidden in Plain Sight” for 2:30pm Wednesday in Dirksen 226. As of this sweep the page carried no witnesses, no opening statements, and one line: check back for live video.

The only trace of a fourth designation round is half a sentence in an aggregator. There are no entity names, no jurisdictions, no dollar figures — and until OFAC says otherwise, the count still stands at four chapters.

Two mainstream outlets report the designations were put on hold pending litigation; a single anti-Brotherhood site reports a federal judge upheld them. Nobody has published the order.

Six and a half months after saying it would challenge the US designations in court, no filing has surfaced. Al-Manassa reports the organisation now has two acting General Guides.

A Freedom and Justice Party platform carried a fraternal note to Hamas over Khalil al-Hayya’s reported election. The entire US Treasury case against the Egyptian and Jordanian chapters rests on material support to Hamas.

A congressional tracking service reports a Senate panel will examine the Brotherhood’s US operations. Nothing designated so far under Executive Order 14362 is domestic, and the pending Senate bill names 34 jurisdictions, none of them the United States.

The committee’s hearings index carries a date and a room. The hearing’s own event page has not moved since May, and no witness list has surfaced.

Executive Order 14362 built a chapter-by-chapter structure. The rhetoric attached to it has been moving toward the organisation as a single global entity, and the two do not fit together.

Eight days after OFAC designated the Muslim Brotherhood’s secretary general, three published versions of his nationality are in circulation and none rests on a passport anyone has seen. The answer decides which European government is on the hook.

The Islamic Action Front became Hizb al-Umma on 19 April after 34 years, on the election commission’s order rather than by proscription. Whether that is severance or wrapper turns on a contest two outlets date differently.

The Middle East Forum published a mapping piece this week arguing the Brotherhood is reorganising in Iraq — a country absent from Washington’s four designated chapters. The claim rests on one advocacy outlet and one meeting date.

The Foundation for Defense of Democracies argued on 24 July that Mahmoud al-Abyari “should not be the last Brotherhood official designated by Treasury,” and named the acting general guide and the movement’s spokesman as the next candidates.

The 23 July OFAC tranche is being read in Europe as a London story. Its numerical centre of gravity is a single Türkiye-registered trading company, and no Turkish official has responded in the six days since.

France, the Netherlands and Britain have produced votes, reviews and polling. Austria is the only European state with an actual prohibition — and the sanctioned secretary general’s nationality is still unresolved.

The 23 July designation names Mahmoud al-Abyari as Secretary General of the Muslim Brotherhood General Secretariat. Reporting from inside the UK network suggests the body he is named for may have no incorporation, accounts or address to freeze.

Five days after Washington named its Secretary General, the organisation’s English-language output addresses the Temple movement, Ibrahim Traoré and Khalil al-Hayya — not the designation. Egyptian and Jordanian state-aligned media have filled the silence.

Middle East Online says the movement’s London-based leadership has called Thursday’s US designations “unjust” and intends to fight them in American courts. There is no filing, no second outlet, and no copy of the statement on the group’s own portals.

Treasury’s own recitation places Thursday’s action as the fourth against Brotherhood-linked targets in seven months, all under Executive Order 13224. The legislation that would make the label statutory sits where it sat in 2025.

The US Treasury says the man it calls the Muslim Brotherhood’s Secretary General lives in the United Kingdom. Mirroring an American asset freeze is discretionary, and no British department has publicly said what it intends to do.

A seven-name sanctions action passed through Arabic rewrites and partisan amplification within two days, acquiring a fabricated quotation and a geography Treasury never described.

Treasury has moved from designating national chapters to designating the General Secretariat itself. The test case sits in an allied capital where the Brotherhood is entirely legal.

Florida tried to become the first US state to brand the Brotherhood, CAIR and Antifa terrorist. A federal judge has now halted it twice — exposing the structural limit the federal, foreign-facing designations sidestep.

Executive orders have designated four national branches in six months, even as the flagship blanket-ban bill was gutted in a Republican-led committee. The gap is the story.

DeSantis's move to brand CAIR and the Muslim Brotherhood terrorists under state law has stalled before it began — confirming that the file's most reliable Western defense remains procedural, not political.

The January listings of the Lebanese, Egyptian and Jordanian branches set a chapter-by-chapter template — and the pressure to add Yemen's Islah shows the model's logic and its limits.

The RSF's demand to exclude "Islamist factions" from Sudan's future is cynical, self-serving — and structurally revealing: for the first time, a US-mediated framework is pricing the Brotherhood network into a war's endgame.
