Cairo court renews Brotherhood terror listing and adds 37 names for five more years

The First Terrorism Circuit extended Egypt’s 2021 listing decisions and, two days earlier, pushed a 70-defendant financing trial to January. The paperwork is routine; the financing counts are not.

The First Terrorism Circuit of the Cairo Criminal Court, sitting at the Badr complex under presiding judge Mohamed El-Sayed El-Sherbiny with judges Wael Omran and Ahmed Khalaf, extended the Muslim Brotherhood’s place on Egypt’s terrorist entities list and the listing of 37 named individuals on the terrorists list for a further five years, in Case No. 984 of 2021, Supreme State Security. The decision extends Listing Decision No. 3 of 2021 and Listing Decision No. 16 of 2021, originally issued on 10 August 2021 and published in Al-Waqa’i al-Masriya issue No. 177 the following day, according to Cairo24 and Zawia3. The new period runs from the day after the previous listing lapsed. Al-Watan reported the publication in gazette issue No. 244. Only three of the 37 names have been reported: Khaled El-Sayed Ibrahim El-Beltagy, Ahmed Abdel Aziz El-Sayed Ebeid and Hossam Mohamed Tag El-Din El-Sayed Ramadan.

Two days before the gazette item appeared, on Tuesday 3 November, the same bench adjourned the trial of 70 defendants in Case No. 56 of 2025, Nasr City felonies — the case Egyptian outlets call the “Brotherhood Administrative Committees” file — to 5 January 2027 to complete pleadings. Per the referral order as quoted by Youm7 and Youlyou, the alleged conduct runs from 2021 to 6 July 2024 across Nasr City, Giza and Alexandria. Defendants 1 to 5 are charged with leading a terrorist group aimed at disrupting public order and suspending the constitution; those five and a named list of others face terrorism-financing counts covering funds, materials, information and tools; defendants 6 through 70 face membership charges. Youlyou’s summary adds that defendants allegedly supervised the structuring of administrative, media and financial committees. Youm7, Youlyou and Cairo24 are all state-aligned and their detail traces to the same prosecution material; no defence account surfaced.

Assessment: Resist the arithmetic. Masrawy reported a separate five-year extension covering the Brotherhood and 14 persons on or about 25 October, and another extension in mid-September; whether those files overlap with this week’s 37 is unknown, and if they do, the “escalating round-up” reading collapses into clerical renewal. Cairo24 dates the decision to Sunday 1 November, Zawia3 to Wednesday 4 November — most likely decided in chambers, gazetted three days later. What is genuinely new is the prosecutorial frame: the Badr court is trying the Brotherhood as an administrative and financial apparatus, committee by committee. That is the same theory Washington and Brussels are now borrowing, and Cairo is building the evidentiary record for it.
