One Per Cent Of The Bill

A $1bn World Bank signing lands against $60.9bn of Egyptian debt falling due within the year

Cairo formalised the second phase of a World Bank programme on 1 November while an IMF mission sat in the capital for the eighth and final review of the Extended Fund Facility.

Egypt signed a $1 billion financing agreement with the World Bank Group on Sunday 1 November, valued at EGP 48.3 billion and representing the second phase of a three-phase Development Policy Financing programme. Foreign Minister Badr Abdelatty, who is also Egypt’s Governor at the World Bank, signed with Alwaleed Alatabani, the Bank’s Division Director for Egypt, Yemen and Djibouti, with Prime Minister Mostafa Madbouly attending. The precision matters: the Board of Executive Directors approved the package in May 2026, so 1 November was a signing rather than a fresh approval, a distinction several outlets blurred. Reported conditionality covers state-owned enterprise governance, competition, tax collection, local debt market efficiency and reduced government financing costs. The outlet zawia3, a non-wire source, adds a United Kingdom guarantee worth EGP 9.66 billion, or $200 million, and expansion of the Takaful and Karama cash transfers; neither detail is confirmed against a World Bank document.

Set that against the stack. The National, citing World Bank data, puts Egypt’s external debt at $166.45 billion at end-June 2026, with $60.9 billion in repayments and interest falling due between July 2026 and June 2027. Roughly $19.1 billion of that is central bank deposits, mostly from Gulf states. The $1 billion signed on Sunday is about 1.6 per cent of the twelve-month obligation. In the same week, an IMF mission was in Cairo for the eighth and final review of the Extended Fund Facility, with some $2.3 billion at stake and the arrangement expiring on 15 December 2026. Reuters reported around 30 October that the Fund is aiming to clear the review by mid-December. The IMF’s own March country report was titled around the fifth and sixth EFF reviews together with rephasing of access, extension of the arrangements, a waiver of nonobservance and modification of performance criteria.

Assessment: The Washington money is not the variable. The variable is the $19.1 billion of Gulf central bank deposits maturing inside the same window, and nothing retrieved this week establishes whether Riyadh, Abu Dhabi or Doha intend to roll them, convert them into equity, or take repayment. The IMF’s financing assurances language in any concluding statement will answer that question before any Gulf finance ministry does. Two cautions. An earlier Arabic report had $2.35 billion disbursed by mid-November; the slippage to mid-December is itself information about how the final review is going. And a $9.7 billion financing gap attributed to the Fund is circulating via a single independent Egyptian outlet, undated and unverified — if it survives contact with the staff report, it reframes Sunday’s ceremony entirely. On the currency, secondary reporting describes a record low and a 100 basis point rise to a 20 per cent overnight deposit rate, the first tightening since March 2024. The Central Bank publishes its own MPC statements. Until that document is in hand, this desk is not printing the number.
