Listing Renewed to 2031

Egypt gazettes a five-year extension of the Brotherhood’s terrorist-entity designation

A Cairo felonies circuit ruled on 17 October to extend the listing of the group and fourteen named individuals; the Official Gazette published it on 25 October. It is a renewal of a 2021 decision, not a new designation.

The decision was handed down in consultation chamber at the Badr appeals seat by the Cairo Court of First Instance for Felonies, First Badr Criminal Circuit, with Counsellor Mohamed El-Saeed El-Sherbiny presiding alongside Counsellors Wael Mohamed Omran and Ahmed Khalaf Mohamed, on an application by the Public Prosecution. The published text, reported by Cairo24, Ahl Masr News, Youlyou, Al-Dawla 24 and Misr Elaan in near-identical language consistent with a single gazette extract, extends the Brotherhood’s place on the terrorist entities list and fourteen individuals on the terrorists list for a further five years, running from the expiry of listing decision no. 17 of 2021, issued 26 August 2021 and gazetted on 2 September that year, in case no. 1233 of 2019, Supreme State Security. Among the fourteen is Mahmoud Hussein, the group’s long-serving secretary-general; at least three are women, an unusual composition for a listing of this kind.

Two things complicate the file. Eremnews carried what appears to be the same story — a Cairo criminal court extending the listing by five years on a prosecution application, dated from the expiry of the August 2021 decision — in mid-September, roughly six weeks before the gazette publication. Either Egypt issued two extensions, or the earlier report preceded gazetting, and this desk cannot resolve which from the available text. Separately, the renewal lands in the same fortnight that the Brotherhood’s own platform, Bawabat al-Hurriya wal-'Adala, published an eight-track reform programme rejecting “guardianship over the popular will” and, days later, a piece on rising calls for early presidential elections in Egypt. No non-Egyptian outlet in the search record covered the gazette item at all.

Assessment: The paper trail is the point. Egypt now holds a continuous documentary chain from 2021 to roughly 2031 on a single entity and fourteen named people, which forecloses any argument that the designation lapsed — useful domestically, and useful abroad when foreign governments look for a legal peg. Resist the framing that Cairo designated anything this week; it renewed. The juxtaposition worth watching is the group’s simultaneous pivot to Egyptian succession politics from exile platforms. Whether that is genuine repositioning or diaspora messaging determines whether the Egypt file is a legal story at all, and nothing retrieved so far settles it.
