The Brotherhood’s Acting Guide Welcomes a Mecca Defence Pact From Outside Every Room That Signed It

The statement, dated Saturday 24 Safar 1448 / 8 August 2026 and signed by Prof. Dr. Mahmoud Hussein as acting General Guide (القائم بأعمال المرشد العام), welcomed what it calls the Mecca joint defence agreement, said unity and cooperation among Islamic states across all fields is a foundational pillar for entrenching independence and strengthening the national security of Islamic states, and expressed hope the step would become “a nucleus and basis for comprehensive Arab and Islamic unity.” It was published on the movement’s own site at ikhwan.online/article/275616 and carried by the Brotherhood-aligned Freedom and Justice Gate on 12 August. The endorsement lands seven months after the US Treasury designated the Egyptian and Jordanian Muslim Brotherhood as Specially Designated Global Terrorists on 13 January, the same day the State Department designated the Lebanese Muslim Brotherhood as a Foreign Terrorist Organisation, and five months after the Sudanese Muslim Brotherhood was designated on 9 March with intent to list it as an FTO from 16 March.

Two cautions travel with the document. Hussein’s signature carries a title whose succession has been contested inside the movement since 2021, and this desk has not verified that the acting general-guide designation is accepted across factions; the statement is self-published and no signatory government has acknowledged it. Nor has this desk seen an independent account of the Mecca agreement’s terms. What the same publishing stable does show is a shift in register: on 13 August Freedom and Justice Gate ran a compilation of member testimonies on “siege and distortion,” including a claim that one preacher who left Egypt in 2013 contributed with two companions to roughly ten thousand conversions to Islam — self-reported, unverifiable, and useful mainly as evidence that the movement is narrating itself through da’wa rather than politics. Secretary of State Marco Rubio described January’s listings as “the first actions of an ongoing, sustained effort.”

Assessment: Praise costs nothing and commits nobody, which is why it is worth reading. A movement with no state patron and four national chapters under US designation has chosen to endorse the security architecture of the governments that pushed for those designations — an application, not an alliance. Watch for the absence of any reciprocal acknowledgement; that silence is the actual measurement of standing. Distrust the title before you distrust the text: a statement signed by an acting General Guide whose authority has been disputed for five years may bind one faction’s press operation and nothing else. The pivot to conversion tallies is what an organisation does when the political and financial routes are both closing.
