A Claim, Not a Sale

A Romanian Buyer for a Third of Orano’s Seized Uranium Appears Only in a Russian-Linked Network

Pravda Niger on 8 August and Pravda France on 10 August reported that roughly one third of the uranium stock Orano holds in Niamey could be bought by a Romanian company, both citing unnamed “media.” No buyer, tonnage or official is named anywhere in the chain.

The two reports, dated 8 and 10 August, say that about one third of Orano’s Niamey-held uranium stock could be purchased by a Romanian firm. Both attribute the information to unidentified “media.” Neither names the company, states a tonnage, gives a price, nor quotes a Nigerien, French or Romanian official. The Files found no pickup by any wire service or by any outlet outside that publisher network. The chain deserves stating plainly: a Russian-linked publication network, citing an anonymous media report, about a new buyer emerging for stock belonging to a French company whose Niger mine has been seized. Every incentive in that chain runs in one direction. That does not make the claim false. It does mean it cannot be reported as an event, and that the “one third” figure has no denominator attached to it.

What is on the record is narrower and firmer. Orano publicly condemned an unauthorised transfer of uranium from the seized Niger mine in December 2025, in what it described as defiance of an arbitration ruling, and separately warned that a convoy leaving the mine posed safety risks — both company statements carried by trade press rather than by the outlets now reporting a buyer. Uranium was one of six resources named as within scope at Thursday’s AES ministerial in Ouagadougou, alongside gold, lithium, iron, phosphate and petroleum. Confirmation of a sale would look like a named counterparty, a tonnage, a regulatory filing on the European end, or an Orano statement. None of those exists in the public record as of Friday. The World Nuclear Association country profile remains the neutral baseline for Niger’s production figures against which any claimed volume should be measured.

Assessment: The reason to track an unverified claim rather than ignore it is that the underlying question is the material one. A seizure without a buyer is a stranded asset and a political gesture; a seizure with a working resale channel is revenue, and revenue is what turns the sovereignty language drafted in Ouagadougou into something operators have to price. Note the asymmetry in the record: Orano speaks on the record and is quotable, while the parties who would benefit from advertising that Western stock can be resold need only leave a rumour in circulation. Watch the European end — a regulator or a named counterparty — not the Sahelian one.
