The Brotherhood Welcomed the Mecca Defence Pact in Writing Seven Months After OFAC Named Two of Its Branches

Ikhwanonline.com, the Muslim Brotherhood’s official site, posted at 15:03 on Sunday, dated 25 Safar 1448 / 9 August 2026, a statement welcoming the signing of what it calls the Mecca Joint Defence Agreement — اتفاقية مكة للدفاع المشترك — between Saudi Arabia, Turkey and Pakistan. The item is primary: the organisation’s own platform, its own framing, on the day. Set it against the legal position established seven months earlier. On 13 January 2026 the State Department designated the Lebanese Muslim Brotherhood as a Foreign Terrorist Organization and Specially Designated Global Terrorist, and its leader Muhammad Fawzi Taqqosh as an SDGT, in a press statement issued under Secretary of State Marco Rubio’s name. The same day, OFAC designated the Egyptian and Jordanian branches as SDGTs under Executive Order 13224, citing “their material support to Hamas.”

The Sunday statement is not an outlier in the week. On 3 August the group published a statement attributed to Suhaib Abdel-Maqsoud, described as media spokesman for the Muslim Brotherhood, dated 20 Safar 1448, on the earthquake felt in Egypt; the same page carries language condemning international silence on the implementation of UN resolutions and ICJ rulings. On 20 July the organisation congratulated Hamas on electing Khalil al-Hayya head of its political bureau, succeeding “the martyred leader Yahya Sinwar.” All of it is retrievable, attributable and in Arabic. The architecture on the American side remains narrower than its own titles suggest: the Charity & Security Network’s reading of Executive Order 14362 of 24 November 2025 is that “despite the title, the Executive Order does not designate any person or group.”

Assessment: A welcome statement costs nothing and commits nothing. What it buys is proximity — the appearance of a movement with standing inside a security architecture that has not invited it, addressed to readerships in Cairo, Amman and Istanbul rather than to Riyadh. Distrust any reading of it as a channel: the test is whether a signatory government answers, and none has a reason to. The more useful finding is the asymmetry. Washington’s apparatus designates chapter by chapter and asks witnesses to characterise the whole; the whole publishes under one masthead, daily, on the record, and almost nobody in the American file reads it.
