Claim Against Count

The Army Says It Repelled West Darfur; the UN Counts 18,000 Villagers Crossing Into Chad

OCHA’s Monday briefing puts an encirclement of El Obeid, an emptied cluster of villages in Sirba and a 40-per-cent-funded appeal in the same document. The Sudanese army, on the same day, describes the West Darfur fighting as a victory.

OCHA said on Monday 10 August that the Rapid Support Forces have encircled El Obeid, capital of North Kordofan, and described the threat as a full-scale assault, with civilians moving into the city rather than out of it. In the same briefing, relayed by UN News and by Xinhua from UN headquarters, OCHA cited IOM in reporting that fighting in Sirba locality, West Darfur, displaced an estimated 18,000 people from more than 20 villages in the week to 10 August, most of them crossing into Chad. Separately, the agency said funding shortfalls — not fighting — have closed three health facilities in Central Darfur, cutting some 75,000 displaced people off from care. Sudan’s $3 billion appeal for 2026 stands at $1.2 billion received, 40 per cent covered.

On the same day, Sudan Tribune reported that the Sudanese Armed Forces and allied units say they repelled a major RSF attack in West Darfur, a line syndicated by allAfrica, Shabelle Media Network and the EEPA situation report. The claim is a belligerent’s: none of the versions retrievable today carries a location within the state, a casualty figure, an RSF response or third-party verification. Nor has any party outside the two armies produced an independent front line at El Obeid; OCHA’s encirclement language is the agency’s reading of the military picture, not a confirmed one. The single quantified El Obeid datum in the day’s record is logistical — UN agencies and partners delivered some 2 million litres of drinking water to about 133,000 people in the city.

Assessment: The two records are not in direct contradiction, and that is the point: an army can hold ground while the villages behind the fighting empty across a border. Watch which number gets repeated. The 18,000 is measured by an agency that counts arrivals; the repelled attack is asserted by the force that fought. The financing figures are the harder story and the least likely to travel — three clinics closed for want of money, in a war routinely explained by weapons flows, is a reminder that the survival infrastructure is being lost in two different ways at once. Treat the El Obeid encirclement as a warning issued, not a line verified.
