A BBC video item, which reached this desk only through an aggregator mirror and not bbc.com, has him saying there would be no withdrawal until Hamas is “genuinely” disarmed.

Assessment: The slug-versus-headline mismatch at two Reuters partners is consistent with a revision from “Israel rejects” to “Netanyahu says ... unacceptable” — a change that would narrow the actor from a state to a man and blunt the verb. The substantive point survives regardless: “does not accept” describes a position on a document, “rejects” describes an act.
