Damascus says it met Israeli officials in Jordan; only Damascus has said so

Israel struck the Abu al-Duhur military airbase in Idlib governorate overnight on 17–18 August. Syria’s state broadcaster Ekhbariya, citing a military source, reported eight air strikes on the runway and storage facilities; Axios reported at least eight bombs on runways and several hangars at a base roughly 45 miles from the Turkish border, with runways that had recently been rebuilt. Israel’s Prime Minister’s Office posted a statement appearing to claim the strike, quoted by The Jerusalem Post: “Israel and Syria agreed to a status quo in security matters, which Syria was on the verge of breaching by permitting Turkish troops to deploy at an airbase near Aleppo.” Abu al-Duhur is in Idlib, not near Aleppo. Turkey rejected the allegation that it posed a threat by preparing to send troops; Damascus called the strikes a violation of sovereignty; both Washington and Ankara publicly criticised the escalation. On 22 August an Israeli drone struck a truck in Beit Jinn, in the south-west, wounding several people.

SANA, citing an unnamed diplomatic source at the foreign ministry, reported that Syria and Israel held high-level, US-mediated talks in Jordan on Sunday 23 August; Reuters carried the report on 24 August. Per SANA, the discussions covered “practical mechanisms to halt Israeli attacks, arrests and targeting operations” and “reviving negotiations for a lasting security agreement.” Al Jazeera reports Shaibani met Israeli intelligence officials. No Israeli or American on-the-record confirmation has appeared. Shaibani himself, speaking to Reuters in Damascus on 22 August, said he expected negotiations to resume soon over a security deal Syria hopes leads to Israeli withdrawal from Syrian land, urged Israel to seize a “historic opportunity” — and cautioned that it is “very hard to bet on Israel.” He said the two sides had agreed on paper to “almost everything” around the start of the year, including security zones in southern Syria and a buffer zone where only United Nations forces would be present, but that Damascus doubted Israel would implement it. Talks froze with the Iran war; contact was cut after the airbase strike.

A third element sits alongside the track and should be handled at arm’s length. Speaking at a gathering in Sweida on Monday 24 August, in remarks that circulated as a clip on Tuesday, the Druze spiritual leader Sheikh Hikmat al-Hijri said the Druze were an “inseparable part of the State of Israel” and that there was common ground with Israel “even in faith.” He added that developments concerning Sweida could emerge “within days,” without elaborating. This reached us only through The Jerusalem Post carrying a Media Line report: an Israeli outlet, a translated clip rather than a transcript taken in the room, and a framing that serves an Israeli reading of Sweida. The Security Council’s August forecast lists a “Suweida political roadmap” among the files the Council may address.

Assessment: Note the symmetry of the sourcing: the strike detail rests on a military source in Syrian state media, the peace channel on a diplomatic source in Syrian state media. Damascus has an interest in advertising both the injury and the negotiation. Shaibani on the record is the sturdier material, and his message is aimed less at Israel than at Washington — that Syria is the party willing to sign. The tests are physical, not rhetorical. If Israeli strikes resume within days, the Jordan channel is decorative. If Turkish personnel actually reach Abu al-Duhur and the runway is repaired again, Israel’s stated casus belli was accurate and unenforced.
