Egypt banks record reserves as the IMF facility runs down to a December deadline

The Extended Fund Facility now expires on 14 December. Reserves are at an all-time high, growth is beating the Fund’s own forecast, and nobody in Cairo or Washington has said what follows.

Net international reserves stood at $56,293.9m at the end of July, above $56bn for the first time and the 47th consecutive monthly increase, up about $1.22bn on June’s $55.07bn, on preliminary Central Bank of Egypt data published on 5 August. The Monetary Policy Committee left key policy rates unchanged on 20 August. This week produced no new data: Thursday 27 August was Al-Mawlid al-Nabawi, banks were shut on a CBE instruction issued 19 August, and Prime Minister Mostafa Madbouly had declared a paid holiday across ministries, public authorities and the public sector. The end-August reserves print, which would carry the streak to 48 months, falls after the break. Any “Egypt markets” copy datelined 27 August is recycled.

On 24 August, at government headquarters in New Alamein City, Madbouly and CBE governor Hassan Abdalla said Egypt holds foreign exchange reserves at “safe levels”, capable of securing strategic requirements for basic commodities, and discussed enhancing the strategic stock of essential goods and joint efforts to reduce inflation, according to Daily News Egypt. The macro picture behind that reassurance is mixed. Arab News reported the IMF board unlocked about $1.8bn after a seventh programme review — roughly $1.5bn under the Extended Fund Facility and $272m under the Resilience and Sustainability Facility, taking total drawings to about $7.3bn. The Files could not fix the date of that decision. The same reporting put real GDP growth at 5.2 percent over the first nine months of FY2025/26 against a full-year Fund forecast of 4.6 percent, urban headline inflation at 14.3 percent in June from 15.2 percent in March, and core inflation risen to 14.3 percent.

The deadline is in the Fund’s own paperwork. When the board completed the combined fifth and sixth EFF reviews and the first RSF review on 26 February, releasing about $2bn and $273m and bringing total purchases to some $5.2bn, it recorded that the authorities had requested an extension of the facility to 14 December 2026 — a 48-month total duration — along with a rephasing of remaining purchases and a waiver of nonobservance of a performance criterion. Twelve of fourteen structural benchmarks were met. The Fund’s language was pointed: “Progress on deeper structural reforms has been uneven, and accelerating implementation, particularly reducing the state’s economic footprint and leveling the playing field, remains critical.” The staff report also records that Egypt used all proceeds of a $3.5bn real estate deal with Qatar, at Alam El Roum, to reduce budget-sector debt.

Assessment: Two things to distrust. First, the disinflation: core at 14.3 percent, rising to meet a falling headline, is not a clean downward path, and it sits awkwardly beside growth running a full point above the Fund’s own annual forecast. Second, the reassurance itself. Governments do not usually issue joint prime-ministerial and central-bank comfort about a number that has risen for 47 straight months; the tell is that the comfort was about commodity-import cover, in the month when 110 million people run cooling. The structural change is the Qatari asset purchase: Gulf money now arrives as real estate, not central bank deposits, and the Fund scores it as debt reduction. That is a different political economy from 2022–23, and it is the one Cairo will take into December.
