Baghdad’s “fixed and final” withdrawal date arrives in a month with no public troop count

Al Jazeera reported on 12 August that al-Zaidi called the 30 September deadline for ending the US-led coalition’s military mission and completing the withdrawal of its forces “fixed and final”, in remarks issued after he met US Central Command commander General Brad Cooper and posted on X by the prime minister’s office. The same day, the Associated Press reported that the US military was on track to pull all of its forces out of Iraq by the end of September, ending a presence spanning more than two decades — sourced, in that account, to unnamed officials. Al-Zaidi met President Donald Trump in the Oval Office on 14 July. The most recent public troop figure available to this desk is from the Washington Institute in August 2025: about 2,500 personnel in Iraq under the counter-IS coalition, with the remainder due out by the end of 2026. That number is a year old.

The physical drawdown is further along than the rhetoric suggests. Military Times reported on 20 January that Chief of Staff Lieutenant General Abdul Amir Rashid Yarallah oversaw the transfer of Ain al-Asad airbase to the Iraqi army, with the Defence Ministry announcing full Iraqi control on 17 January; CENTCOM did not immediately respond to a request for comment. What remains, per the Small Wars Journal in January, is a US presence at Harir Air Base in Erbil province — territory where, as that account puts it, the central government does not exercise full authority. The 2024 US-Iraq agreement to shutter the coalition set this sequence in motion. The question a September announcement will not by itself answer is whether “withdrawal” covers Harir or stops at the federal line.

Assessment: Two things are being conflated. The coalition mission ending is a legal and political act Baghdad can declare; the departure of every American soldier from Iraqi soil is an empirical claim, and it currently rests on unnamed officials in a single wire report. Watch Harir specifically: a residual presence in Erbil would let both capitals claim delivery — al-Zaidi that the mission is closed, Washington that it retains reach — while leaving the Kurdistan Region carrying the exposure. Distrust any troop figure not issued by CENTCOM or the Pentagon this month. The 2,500 number circulating from 2025 advocacy work should not be treated as current.
