UN mission names foreign supply networks as Sudan’s sanctions regime nears expiry

The mission said external support “is strengthening the military capabilities of the warring parties and enabling increasingly sophisticated military operations with devastating consequences for civilians,” according to UN News on 3 September. The wire summaries do not fully agree on the specifics. Reuters, whose account is the more granular, reported the mission had “grounds to believe” a network of individuals and entities in the United Arab Emirates, Chad, Libya and Somalia supplied the Rapid Support Forces with weapons, equipment, logistics, training and foreign personnel, and that up to 2,000 Colombian contractors helped operate and maintain drone systems and other advanced weapons. Reuters also reported the mission found foreign-supplied drones had expanded the Sudanese Armed Forces' capabilities — the finding is not one-sided. The Associated Press, datelined Brussels, listed companies based in the UAE, Colombia and Chad, and put the war’s toll at at least 59,000 killed and some 13 million displaced since April 2023. The UAE’s diplomatic mission in Geneva rejected allegations of involvement; Somalia said it took the allegations seriously; Colombia said it opposed mercenarism.

The report lands against a fixed calendar. Security Council Report’s September forecast, posted 1 September, records that the Sudan sanctions regime expires on 12 September 2026 and the Panel of Experts mandate on 12 October, with a renewal vote expected this month under a French presidency. Under resolution 2791 of 12 September 2025, the Panel’s final report reached Council members on 13 July 2026; at SCR’s press time it had not been published. On 6 August the UAE wrote to the Council — document S/2026/657 — objecting to the disclosure of information from that confidential report in a Reuters article of 29 July. Separately, Sudan Tribune reported on 1 September that the United States had submitted a draft seeking to extend the Darfur arms embargo to all of Sudan, including a ban on drones; that account rests on a single outlet and the draft text was not obtained.

Assessment: Two UN-system documents on foreign supply to the RSF are in play in the same month and they are not the same thing: the published Fact-Finding Mission report, and the leaked-but-unpublished 1591 Panel of Experts report the UAE has formally complained about. Conflating them would flatter both. The country lists diverge between AP and Reuters, so treat either as the wire’s formulation rather than the report’s wording until the OHCHR text is public. One aggregator has circulated a Kalogi drone-strike casualty figure attributed to the mission; it appears in no wire summary and is withheld here. The renewal terms, and whether the Panel report surfaces alongside them or is buried, are the measure of whether any of this binds.
