Xi signs a third Suez industrial phase in Cairo, and puts Beijing near the Nile file

Xi Jinping’s first Egypt visit in a decade produced a joint communiqué, a new phase of the Chinese industrial zone on the canal, and — on one English-language account — Chinese language on Egypt’s Nile water access.

Xi Jinping landed at Cairo International Airport on Tuesday 1 September, received by Abdel Fattah el-Sisi, and held talks at the Ittihadia Presidential Palace on Wednesday; the two couples toured the Grand Egyptian Museum the same day, and Sisi saw Xi off at the airport. The Egyptian Presidency, the State Information Service, AP, AFP and Al Jazeera concur on the dates and the venue. Presidency spokesman Ambassador Mohamed El-Shennawy framed the visit around the Comprehensive Strategic Partnership signed in 2014; Al Jazeera notes it falls in the seventieth year of Egypt–China diplomatic relations. The deliverable announced by Sisi’s office is an agreement launching the third phase of the Egyptian-Chinese industrial zone on the Suez Canal. Egyptian officials put the existing zone at 200 companies and roughly $4bn of investment. AFP described the new phase as worth “billions”; no signed figure, Chinese counterparty or timeline has been published.

The political content travelled further than the industrial one. Xi called on Middle East states to oppose “external interference” — the fragment verified in AFP’s 2 September copy — and said Beijing was ready to work with regional states to safeguard maritime shipping, which AFP ties directly to the US–Iran war. Al Jazeera reported the same remarks as an argument for reshaping the region’s security order. The National, alone among the English-language accounts retrieved, reports that the two sides expressed unanimity on protecting Cairo’s access to Nile waters, alongside consolidating the Gaza ceasefire and Taiwan. That is a single-outlet claim in English and has not yet been checked against the Arabic and Chinese texts of the joint communiqué the presidency published on 2 September. Asharq Al-Awsat separately reports Chinese customs data showing a $12bn Chinese trade surplus with Egypt in the first seven months of 2026.

Assessment: Read the industrial zone as continuity and the communiqué as the variable. Phase three extends a project already banked; a leaders' visit does not need a new number to justify itself, which is precisely why AFP’s “billions” should be treated as an absence of disclosure rather than a magnitude. The item to verify is the Nile sentence. Ethiopia inaugurated the GERD a year ago this month and the fight has moved to the Karadobi, Mandaya and Beko Abo projects upstream; if Beijing — Ethiopia’s principal infrastructure creditor — has put Egypt’s water share into a bilateral leaders' document for the first time, that is worth more to Cairo than the zone. Until the Chinese text is read, it is one outlet’s summary of a communiqué neither government has translated for us.
