Egypt posts a record reserve print, but the composition question goes unanswered

The Central Bank put net international reserves at $57.214bn for August. Whether that record reflects dollars arriving or gold repricing is the distinction Cairo is not drawing.

The Central Bank of Egypt’s August figure for net international reserves — $57.214bn, a record on the CBE series — was reported on 7 September by Daily News Egypt and carried over the following two days by Egypt Independent, Rio Times and Amwal Al Ghad. This is a monthly statistical release rather than a claim, and the outlets converge on the same number, with one rounding discrepancy worth naming: Amwal Al Ghad renders it as $57.215bn. What none of the pickups supply is the July print on the same basis, which means the month-on-month increment behind the word “rise” is not in the public reporting. Separately, Sada Elbalad reported on 7 September that Egypt’s gold holdings are close to 130 tonnes and valued above $19bn. That outlet is Egyptian and closely aligned with state messaging, and the figure drew no wire pickup in our sweep.

If the gold number holds, roughly a third of the record reserve stack is bullion, and a rising gold price alone can lift the headline without a single additional dollar entering the country. That distinction matters more than the record. A second series is being reported alongside it and should not be folded in: net foreign assets of the banking system, put at $28.4bn for July by Rio Times, against “nearly $28bn” for June and $15.22bn for May as reported by Financial Afrik and attributed to the CBE. A near-doubling inside one month is not a credible flow; either the May figure is on a different measurement basis or one of the prints is wrong. Until the CBE bulletin reconciles them, the three numbers do not belong on the same chart.

Assessment: Reserve records are the cheapest good news a finance ministry can buy, because the number moves on valuation as readily as on inflow, and the composition is published later and read by fewer people. The load-bearing fact on this beat is not the August print but the title of the IMF’s own February document: the fifth and sixth reviews were completed with a waiver of nonobservance of a performance criterion, a rephasing of access and an extension of the arrangements. Seven reviews are done, roughly $1.8bn was released on 30 July, and no eighth-review mission date has been announced. Watch whether another waiver is trailed before the next headline reserve figure lands.
