Cairo court quietly extends Brotherhood terror listing five years, published before anyone reported it

Egypt’s Official Gazette carried the renewal on 8 September. Egyptian outlets discovered it on 15 September and wrote it as a fresh ruling.

Issue 197 of *Al-Waqa’i al-Misriyya*, supplement “waw”, dated 8 September 2026, published a decision of Cairo Court of First Instance, Criminal Circuit 1 (Badr), sitting in chambers, extending the listing of the Jamaat al-Ikhwan al-Muslimin on Egypt’s terrorist-entities list for five years, and adding two men — Mohamed Abdel Wahab Abdel Fattah Hamouda and Samir Younis Ahmed Salah — to the terrorists list. The bench was presided over by Counsellor Mohamed al-Sa’id al-Sherbini, sitting with Counsellors Gharib Mohamed Ezzat and Wael Mohamed Omran of the Cairo Court of Appeal; deputy prosecutor Mohamed Essam appeared for the Public Prosecution. The order is a renewal, not a first listing: it responds to a prosecution application to extend decision No. 17 of 2021, registered as No. 4 of 2021, arising from Case No. 1233 of 2019, Supreme State Security. The new term runs, in the gazette’s words, “for a period of five years beginning from the end of the validity of the decision issued on 26 August 2021”.

The predecessor order lapsed at the start of September; the renewal was gazetted on the 8th and surfaced in the Egyptian press only on the 15th, when Masrawy, Cairo24, Egypt Telegraph, al-Ahwal al-Masriya, al-Zaman and al-Dawla24 all published within hours of one another, several framing it as a ruling handed down “today, Tuesday”. Sputnik Arabic carried it the same day crediting Sada al-Balad rather than the gazette. The document itself is not in doubt — the outlets quote the same issue number, supplement letter and case-file references, the signature of a genuine *Waqa’i* entry — but no wire service picked it up, no prosecutor or Interior Ministry official spoke on the record, no defence counsel was quoted, and the Brotherhood issued no response inside the window. The listing now runs continuously from August 2021 to roughly 2031 across two consecutive five-year orders.

The renewal follows a widening pattern of chambers rulings. On 18 November 2025 a separate Cairo bench listed the Brotherhood together with an affiliated body, the abroad-headquartered “Maydan Foundation”, for five years under applications No. 1 and No. 7 of 2025 in Case No. 3865 of 2025, Supreme State Security, as reported by al-Dostor on 2 December 2025. In December, Women Journalists Without Chains — an advocacy organisation, not a neutral monitor — said the gazette had extended the terrorism listings of 27 detainees for a further five years, among them the former presidential candidate and Strong Egypt Party head Abdel Moneim Aboul Fotouh and Ahmed Khairat al-Shater, son of a senior Brotherhood figure.

Assessment: The mechanism matters more than the verdict. These are not trials: they are applications heard in chambers, decided without an adversarial hearing, and given legal force by publication. That design explains the seven-day gap — there was no courtroom for a reporter to sit in, so the news existed only when someone read the gazette. Distrust any account that dates the decision to 15 September, and distrust the uniformity of the coverage: every outlet carrying it operates inside a managed media environment and none sought a response. Read alongside Florida, the pattern is the same instrument in two jurisdictions — designation by executive or in-chambers fiat, with the burden of contesting it placed entirely on the designated.
