Abbas goes to Cairo instead of New York as Sisi restates the displacement red line

The Palestinian Authority president met Egypt’s president on Wednesday with Gaza, the ceasefire and factional reconciliation on the agenda. What was agreed rests on one side’s readout.

Abdel Fattah El-Sisi received Mahmoud Abbas in Cairo on Wednesday 16 September, a meeting confirmed as an event by two independent outlets: The National, which put Gaza, the ceasefire and Palestinian reconciliation on the agenda and framed the talks against an unsettled factional landscape and an uncertain timetable for legislative elections referenced as November, and the Times of Israel’s daily liveblog, which carried an AFP/Palestinian presidency wire photograph of the two men dated the same day. The substance is thinner than the optics. The National attributes its readout to the Egyptian presidency — one participant’s account of a closed meeting. The Times of Israel renders the Egyptian line as Sisi reiterating Egypt’s firm stance against the displacement of the Palestinian people; that is a translation of a presidency text rather than a recorded utterance, and this desk has not seen the full Arabic sentence, so it is not run here as a direct quotation.

The same liveblog carried a separate entry, sourced only to unnamed officials, that the United States refused Abbas an entry visa, obliging him to address the United Nations by video for a second consecutive year. That claim is single-sourced and anonymous and is reported here as a claim, not an established fact. It is nonetheless the context that gives the Cairo meeting its shape: if it holds, Abbas spent the week of the General Assembly in an Arab capital because the podium in New York was closed to him. Egypt’s standing objection to any transfer of Palestinians out of Gaza — the Sinai red line Cairo has repeated continuously since 2023 — was therefore delivered with the Palestinian president physically present rather than to a distant audience.

Assessment: The position is old; the staging is the news. Cairo gains little from a communiqué and a great deal from being the only capital that can convene a Palestinian leader the week Washington will not admit him — leverage it will spend on the ceasefire’s implementation phase, where Egypt hosts the four-way mediator format. Read the readout for what it does not say: nothing on the reconciliation mechanics, nothing datable on November elections, no Palestinian account alongside the Egyptian one. Until the presidency’s Arabic text or a spokesman’s briefing surfaces, treat the displacement language as Egyptian message discipline rather than evidence of anything newly negotiated.
