The Other Deadline

The same date that ends the coalition mission also demands militia weapons, and nothing has moved

Al-Zaidi set 30 September for non-state armed groups to hand their weapons to the state. No handover by any named group has been reported, the PMF law is unresolved, and nine ministries remain unfilled.

Two undertakings share one date, and only one of them is being executed. Alongside the coalition withdrawal, al-Zaidi set 30 September as the deadline for non-state Iraqi armed groups to surrender their weapons to state authorities, as reported by The Media Line on 13 August and The National on 27 August. That is an announced government position, not an achieved one: the Files found no reporting of an actual handover by any named group. FDD’s Long War Journal reported on 1 September that an Iranian-backed Iraqi militia had responded to the demand by setting conditions for disarmament rather than complying. FDD is an advocacy organisation with a declared position on Iran policy, the account is uncorroborated in wire or regional reporting, and the group and its conditions are not established in the material available to this desk.

The legislative track is the one that matters more. A new Popular Mobilization Forces law remains before the Iraqi political system and has not passed; The National reported on 23 August that the draft risks entrenching Iran-aligned formations as a parallel force. The argument is old: Iraq’s top security adviser told Shafaq News in January 2025 that dissolving the PMF was “impossible”, citing the ISIS threat. Meanwhile the government al-Zaidi took office with in May was sworn in with 14 of 23 ministries filled, according to Long War Journal’s 15 May count — nine vacancies, a figure this desk could not corroborate against a wire. Kurdistan24, which is KDP-aligned, reported in June that parliament was expected to vote on completing the cabinet after its recess. Whether that vote has happened is not established here.

Assessment: Watch for redefinition rather than compliance or confrontation. The cheapest way to meet a disarmament deadline is legal: recategorise militia weapons as state weapons under a PMF statute, and nothing physically moves while the deadline is declared met. That is why the law and the empty ministries belong in the same paragraph — nine portfolios are the coalition’s unpaid bill, and the legal status of armed groups is the obvious currency. Treat any claim of a handover on or after 1 October as requiring a named group, an inventory and a receiving authority. Note also what the first story leaves behind: a foreign force leaves on a schedule it controls, a domestic one does not.
