A Statement Without a Culprit

Brotherhood condemns the ‘targeting of Mecca' but declines to say who did it

The statement is confirmed as a document; the event it responds to is not. Two days later, a state-aligned Cairo daily recast the group as an information-warfare threat rather than a violent one.

The Muslim Brotherhood published a statement on its official outlet Ikhwan Online on Thursday 17 September, timestamped 18:53, condemning “in the strongest terms the targeting of Mecca” and rejecting any violation of the Meccan Haram and Islamic holy sites — “whatever party stands behind it” (أياً كانت الجهة التي تقف وراءه). The statement is issued in the name of the organisation, not a named official, which is the norm on that outlet. It is a self-publication: no wire service, Saudi outlet or third party that The Files could reach has reported the underlying incident, and no denial has surfaced. Readers should treat the document as established and the event as unestablished. The same front page carried, on 7 September at 22:02, a notice that “our positions on events are expressed through the institutions of the Group” — internal-discipline language, published when individuals are speaking out of turn.

On Saturday 19 September at 17:21, the Cairo daily Al-Dostor, a state-aligned title, quoted Colonel Hatem Saber, whom it described as an international counterterrorism expert, arguing that the Brotherhood has shifted “from armed violence to confronting Egyptian society through information war and psychological operations,” and that the shift “was expected and monitored.” This is a single source and a claim rather than an event; retired security figures of this type routinely carry official framing in the Egyptian press without official attribution. The framing matters because it runs against the grain of Washington’s January designation of the Egyptian chapter, which Treasury and the State Department grounded in material support to Hamas under E.O. 13224 — a violence rationale, not a propaganda one.

Assessment: An organisation that calls the Egyptian government “the coup regime” on its own front page does not accidentally omit a perpetrator. “Whatever party stands behind it” is a deliberate refusal to attribute, and the most plausible reading is a group with no constituency to gain and several Gulf relationships to lose by naming anyone. Do not let the statement become evidence that the incident occurred; that verification is still outstanding. The Cairo line is the more consequential shift: a state that spent a decade prosecuting the Brotherhood as an armed conspiracy is now describing it as a messaging problem, at precisely the moment its foreign partners are designating it for material support to Hamas. Those two cases cannot both be the strong one.
