Cairo shifts its Nile case from how the dam runs to whether Ethiopia may control the flow

An Egyptian irrigation ministry briefing reported by The National recast the dispute around Ethiopia’s plans for three more Blue Nile dams, and around language in Addis Ababa about “controlling” the river.

The National’s Kamal Tabikha reported on 21 September, updated the following morning, on a Cairo press briefing held that Sunday by the Minister of Water Resources and Irrigation. The argument Egypt now makes is broader than the operating-rules dispute that dominated a decade of GERD negotiations: that Ethiopian development does not require control of Nile flow at all. The ministry’s supporting figures are Ethiopia receiving more than 1,000 billion cubic metres of rainfall annually, of which rain-fed agriculture accounts for 148 bcm, against Egyptian per capita water availability of 472 cubic metres a year — below the 500 cubic metre absolute scarcity threshold — with more than 98 per cent of Egypt’s renewable water originating outside its borders. Per The National, the minister’s sharpest warning concerned recent Ethiopian references to “controlling” Nile water, which he said had stripped away the reassuring rhetoric long attached to the dam.

The trigger is not GERD itself, which was formally inaugurated in September 2025, but Ethiopia’s announced plan for three additional hydropower dams on the Blue Nile. Cairo also collected diplomatic language during Xi Jinping’s state visit on 2 September, his first to Egypt in a decade, with Beijing recognising Egypt’s legitimate right to safeguard its water and food security — the first time a permanent member of the Security Council has given Cairo that formulation, and it lands while Egypt is courting Chinese capital. The name of the minister who gave the briefing was truncated in the text available to this desk and is not printed here.

Assessment: The reframing is a legal positioning move, not a change in the physical situation: no water has been withheld, and nothing Egypt has filed at the Security Council — including in September 2025 — constitutes a finding by that body, as Al Jazeera has noted. Cairo’s stated positions should not be read back as adjudicated fact. What changed is the target. Arguing about filling schedules concedes the dam; arguing that Ethiopian development never required flow control is aimed at the financing of the next three dams, before they exist. The Chinese language is the tell. Egypt is trying to make upstream construction expensive to underwrite rather than to reverse what is already built. Ethiopia’s response is not yet in hand.
