Ten shutdowns running at once, and a September stamp on August numbers

The Internet Society’s tracker carried ten concurrent shutdowns on 24 September. Most of the shutdown and spyware material circulating this week describes events from spring, or earlier.

The Internet Society’s Pulse shutdown tracker carried a figure timestamped 24 September 2026 of ten internet shutdowns running concurrently worldwide. The same line continued with a cumulative count of “70 total or partial” shutdowns; the period that number covers was not established in our retrieval, and it is not published here. Pulse did not name the ten countries in the fragment retrieved, which is where the Middle East and Sahel relevance would sit. The standing Iranian figures that give the year its shape all predate this window and belong to it: NetBlocks measured national connectivity at roughly one per cent of ordinary levels at the 100-hour mark on 4 March, and at 4 per cent on 28 February per a SOCRadar dashboard page dated 25 August; Iran International, an opposition-aligned outlet, reported a NetBlocks measurement of 240 hours of nationwide blackout on 10 March; Al Jazeera wrote on 6 April that roughly two-thirds of 2026 had been spent in near-total digital darkness.

The dating problem is explicit this week, and one tracker labels it on itself. A commercial outage tracker published an “Internet Outage Tracker 2026 ... (September 2026 Update)” whose own methodology note states the data were re-queried from Cloudflare Radar on 3 September and cover 1–31 August — the September stamp is a publish date, not a data window. A ThousandEyes count of 539 global network outage events, carried via Network World on a page dated around 22 September, measures general internet health rather than deliberate shutdowns, and its measurement period is not established. UNESCO’s 2 July statement citing at least 300 shutdowns across more than 54 countries likewise truncated on the period covered. Citizen Lab’s Serbian Pegasus forensics, widely recirculated with a September stamp, were published on 2 September and describe infection indicators from December 2025 and January 2026.

Assessment: The recirculation is not deception; it is arithmetic. Trackers publish monthly, vendors publish quarterly, and aggregators restamp both with the day they were scraped, so a spring blackout and an April advisory arrive in a reader’s feed indistinguishable from Thursday. The defence is mechanical: date every figure at the event and at the publication, and refuse counts whose period you cannot name. That discipline also disqualifies one item this week. A privacy aggregator’s 25 September roundup asserts the week’s largest story is a breach of the FBI exposing all employees and applicants. There is no bureau statement, no wire confirmation and no named researcher behind it. A claim of that size, true, would not be sitting in the aggregation layer alone. We are not running it, and note it here so it is checked rather than quietly inherited.
