Washington’s Iraq mission is set to close Wednesday, but the Kurdistan bases are the test

NPR reported on 27 September that US forces are preparing to leave after more than two decades. The federal withdrawal, however, was finished in January — what is left sits in Erbil province.

NPR carried a 7:44 segment by Jane Arraf and Debbie Elliott on 27 September under the line that American forces are preparing to leave Iraq after more than two decades; the network’s summary is all that has been published in text, and the body of the broadcast — base names, troop counts, on-the-record speakers — has not been transcribed. The date it is being read against, 30 September 2026, comes from a Wikipedia tracking article on the 2025–2026 withdrawal, a tertiary source that cannot carry the claim alone. It is consistent with what Hussein Alawi, then an adviser to Prime Minister Mohammed Shia al-Sudani, told Kurdistan24 in August 2025: that coalition missions in Iraq would end completely in September 2026, with the Baghdad headquarters and Ain al-Asad closing a year earlier.

The substantive handover already happened. US forces transferred Ain al-Asad in Anbar on or about 17 January 2026, with Iraqi Army chief of staff Lt. Gen. Abdul Amir Rashid Yarallah presiding, according to the Iraqi Defence Ministry as reported by Military Times, which put the number of American advisers still there at 250 to 350. What January explicitly excluded was the Kurdistan Region, where US forces remained at Harir Air Base — in territory where, as Small Wars Journal noted at the time, the central government “does not exercise full authority.” Al-Sudani’s case for the exit rested on a collapse in Islamic State activity: four attacks in 2025 against 42 in 2024, by his office’s count, with the methodology unpublished. The Congressional Research Service, by contrast, records hundreds of attacks by Iran-aligned Iraqi groups on US forces since February 2026.

Assessment: The sentence to watch is not “the Americans are leaving” but “from where.” If Harir is still garrisoned on Thursday, the American presence has not ended; it has been moved into the one part of Iraq Baghdad does not wholly administer, which is a different political fact for both Erbil and the Coordination Framework. Note also the form of the departure. Ain al-Asad emptied twice without a ceremony. A transfer-of-authority event with al-Zaidi and a US flag officer would signal a negotiated ending; a night flight out of Erbil would signal something closer to a relocation Washington does not wish to name.
