Sisi gathers governors, police commanders and tribal sheikhs at a military command site

The president convened an expanded meeting at Strategic Command headquarters in the New Administrative Capital on Tuesday and said such gatherings should now be held regularly. The guest list is the message.

According to the State Information Service, President Abdel Fattah El-Sisi convened an expanded meeting on Tuesday 29 September at the Strategic Command headquarters in the New Administrative Capital, attended by Prime Minister Mostafa Madbouly, the full Cabinet, the Council of Governors, senior military and police commanders, village mayors and tribal sheikhs, and outside experts. Presidential Spokesman Ambassador Mohamed el Shennawy said Sisi called for meetings of this format to be held regularly, to discuss challenges facing the country and exchange views on how to address them. The SIS readout has Sisi calling for better use of state resources, stronger public confidence in state institutions and greater effort to protect domestic stability “amid economic and regional challenges”, and describing public awareness as an important line of defence for Egypt.

On foreign policy the readout is conventional: peace remains Egypt’s strategic choice, a two-state solution is necessary for lasting regional stability, Egypt supports the security of Gulf Arab states, and maritime corridors should remain open in accordance with international law. But Egypt Today, reporting the same meeting from Cairo, carries the conditional that the SIS version does not foreground. “Maintaining peace is not merely a strategic choice or a constant tenet of Egyptian policy; it is a fundamental axiom,” Sisi said. “Yet, this remains contingent upon preserving the integrity of our borders and ensuring they stay inviolate.” Read against Sisi’s public rejection of the displacement of Palestinians from Gaza on 16 September, reported by Al Jazeera, the border clause is not an abstraction. Both accounts of Tuesday’s meeting come from Egyptian state-aligned outlets; no wire version was located.

Assessment: A cabinet meeting does not need village mayors in it. A room containing governors, police commanders, mayors and tribal sheikhs, convened at a military command headquarters and promised as a recurring fixture, is an instrument for transmitting instruction downward through the local notables who actually manage rural Egypt — and for collecting intelligence back up. The economic language supplies the justification; “public awareness is an important line of defence” supplies the function. Watch whether the format recurs, and at what interval: a standing consultative body sitting outside the constitutional machinery is a governance change even if nobody announces it as one. Treat the framing as official, the occurrence as established.
