Cairo prepares an October conference built around a debt figure it has not yet published

Prime Minister Mostafa Madbouly said in September that preparations had begun for a national conference called by President Abdel Fattah al-Sisi. The test is whether the state’s own balance sheet is shown, and at what level of detail.

Speaking at the weekly cabinet meeting in the New Administrative Capital on Wednesday 16 September, Madbouly said the government had begun preparing a national conference for October to “transparently address public questions, explain recent achievements, and detail the country’s current challenges,” according to Daily News Egypt. The same report traces the event to an August directive from Sisi, who asked the government, intellectuals and university professors to present implemented projects and national challenges over an event of one week to ten days. Daily News Egypt also records that Sisi had asked the government months earlier to present the volume of the state’s internal and external debt, measured against the volume of subsidies provided over the past fifty years. Quoting the president, the outlet carried: “We are trying to be honest in what we present because this is the people’s right upon us.”

The only item inside the past 48 hours is a headline. EgyptToday, the state-aligned English-language outlet, published a piece crawled at zero days old titled “Egypt gears up for Oct. conference called by El-Sisi to highlight achievements, address public concerns.” The Files has the title and the URL and has not read the text; dates, venue and agenda are therefore unconfirmed. Nothing retrieved establishes when in October the conference convenes, who presents, or whether the debt-against-subsidies comparison survives into the programme. Two further headlines bear on the economic backdrop and are likewise unread: Bloomberg on 10 September reported Egyptian inflation slowing in August “despite ongoing war-driven price pressures,” and Ahram Online carried an IMF upgrade of Egypt’s 2026 growth to 4.6 percent as regional war pushed MENA into contraction.

Assessment: Debt set against fifty years of subsidies is not an accounting exercise, it is a rhetorical instrument. It converts a stock of liabilities into a ledger of what the state claims to have given, and it invites the audience to net one against the other — which no creditor does. Watch the disaggregation rather than the headline number: external versus domestic, state versus state-owned enterprise, and whether military-linked entities appear at all. The calendar matters too. A conference staged in October runs ahead of the CBE’s August net foreign assets release, due around the 5th, and CAPMAS’s September CPI, due around the 10th. Narrative first, prints after.
