Kurdish-language ceiling becomes the first public test of the SDF integration bargain

An Education Ministry decision limiting Kurdish instruction to three classes a week has drawn protests in the north-east, six weeks after Mazloum Abdi dissolved the SDF on the strength of a language guarantee.

Hawar News Agency, the agency aligned with the Kurdish-led autonomous administration in the north-east, reported across 2–4 October that Syria’s Ministry of Education has issued a decision limiting Kurdish-language instruction to three classes a week, and that protests against it were held in Tel Tamr and Derbasiyah on 2 October, with students in Tal Ma’ruf, near Tirbespiyê, rejecting the limit on the grounds that they have been taught in Kurdish since they started school. ANHA put a preliminary count of more than 185,000 students registered to study in Kurdish across Hasakah, Aleppo, Damascus and Hama governorates. Zulikha Abdi, an administrator at the Educational Research Academy, told the agency that Kurdish language rights should be written into and protected by the constitution; the lawyer Bashira Jamal al-Din called for all subjects to be taught in Kurdish at all stages. The structurally important listing is ANHA’s note on 4 October that Mazloum Abdi discussed implementation of the decree with the education minister — that is, the former SDF commander working the file from inside the state. Abdi announced the force’s dissolution on 25 August from the presidential palace in Damascus: “We announce the end of the mission of the Syrian Democratic Forces and their dissolution as an independent military force.” The Media Line reported that he said Ahmed al-Sharaa had pledged to safeguard Kurdish-language education and had shown openness to mother-tongue rights. Two days later, per SANA as reported by Al Jazeera, al-Sharaa issued Decree No. 164 appointing Abdi an adviser to the presidency — a lesser post than the deputy defence ministry floated in January. SANA’s own retrospective records Decree No. 13 of 16 January 2026 on Syrian Kurdish citizens, with Education and Interior ministry executive measures to implement it.

Assessment: The gap between Decree No. 13’s implementing measures and a three-class ceiling is the whole story, and neither document is public. Treat the 185,000 figure as what it is: preliminary, uncorroborated, and published by an outlet with an interest in its size. What is not in dispute is the sequencing. The language guarantee was the stated consideration for dissolving an army, and the test of it is arriving six weeks later, adjudicated by a presidential adviser rather than a negotiating party. If a revised circular emerges, Damascus has shown the integration channel works. If it does not, the first visible guarantee of the March 2025 agreement fails in public with no force left to protest it.
