Damascus asks UNDOF for direct channels, betting on the 1974 agreement rather than against it
A Foreign Ministry meeting with the force commander on Sunday routes Syria’s complaint about Israeli operations through the disengagement architecture. Underneath it sits a UN count of eleven reinforced Israeli positions.
Saad Baroud, director of international organizations and conferences at the Syrian Foreign Ministry, met Maj. Gen. Anita Asmah, head of mission and force commander of UNDOF, in Damascus on Sunday 4 October, with Col. Ahmad Issa of the Defence Ministry’s international cooperation directorate attending. According to the readout carried by the state agency SANA, the Syrian side stressed UNDOF’s role in monitoring and reporting violations of the 1974 Disengagement Agreement and called for more direct communication channels with Syrian authorities, arguing that continuing Israeli violations made closer coordination necessary. Arab News reproduced the readout the same evening, sourced explicitly to SANA and without independent confirmation. No UNDOF or UN readout of the meeting surfaced in our sweep, and there was no Israeli comment. The meeting itself is confirmed; its substance rests entirely on the government’s own account.
The number that gives the meeting its weight is not Syrian. As at 12 August 2026, UNDOF reported that the Israel Defense Forces “maintained and reinforced” eleven positions on the Syrian side of the area of separation and continued engineering and construction activities there, alongside firing into and across the area and the ceasefire line — as summarised in Security Council Report’s October forecast. President Ahmed al-Sharaa used the General Assembly on 23 September to call for Israeli withdrawal to the lines of 8 December 2024 while reaffirming Syria’s commitment to the 1974 agreement. The Council is expected to hold its monthly Syria session this month, with Deputy Special Envoy Claudio Cordone and an OCHA representative briefing; at the September session, UN humanitarian chief Tom Fletcher said 5.5 million Syrians remain displaced, roughly 800,000 of them in camps.
Assessment: The choice is the story. A government that came to power by force is invoking a 1974 instrument negotiated by the state it replaced, because that instrument is the only one in which Israel is already a signatory and Syria is already the aggrieved party. Dissolving the buffer zone would serve Damascus far less than enforcing it. The test is whether UNDOF accepts the role being offered. A mission readout confirming the Syrian account would signal willingness to act as Damascus’s monitoring instrument; continued silence suggests the opposite, and silence is the more likely outcome. Track the position count: if the next reporting period exceeds eleven, Israel’s word “indefinitely” acquires an operational meaning.
