A Kurdish delegation reaches Baghdad for 2027 budget talks with its security cover withdrawn

Shafaq News reports a KRG delegation travelled to Baghdad on 6 October. One Finance Committee member puts the draft 2027 budget at 217 trillion dinars with a 50 trillion dinar deficit.

Shafaq News reported on 6 October that a Kurdistan delegation had travelled to Baghdad for talks on the 2027 federal budget. The delegation’s composition, its counterparty and its agenda were not reported in the item retrieved. Separately on the same day, Shafaq quoted Abbas Hayal, a member of the parliamentary Finance Committee, saying the draft budget sets spending at 217 trillion Iraqi dinars ($164.9bn) against a projected deficit of 50 trillion dinars ($38bn) — a shortfall equal to roughly 23 percent of total outlay. That is one committee member describing a draft, not a Ministry of Finance publication. The figure that would make either number interpretable, the assumed oil price and barrel count underpinning revenue, has not surfaced.

Erbil enters the talks without the physical guarantee it had a week ago. Pentagon spokesperson Sean Parnell said on 30 September that US troops and equipment had completed an “orderly departure” from the air base at Erbil; ABC in Australia, reporting the end of the twelve-year counter-ISIS mission, noted the withdrawal had sparked Kurdish defence concerns. The export leverage is similarly unsettled. Bloomberg reported on 3 March, citing people with direct knowledge, that Iraq halted Kurdish exports to Ceyhan, shutting in about 200,000 bpd; Reuters reported a resumption deal two weeks later. Kurdistan24, citing a single unnamed North Oil Company source, said Basra crude would move through the Kurdistan pipeline network. No October throughput figure is public.

Assessment: The budget round is where the post-withdrawal balance gets priced. Erbil’s two historic cards were the pipeline and the American presence at its airbase; one is gone and the other is being converted. If Basra crude genuinely transits the KRG network, the line stops being a Kurdish export channel and becomes a federal one, which changes what a transfer dispute is actually about. Treat the 217 trillion figure as a trial balloon from one MP until a ministry document exists. And note the unreconciled Ceyhan chronology — a March halt, a March resumption, a reported June resumption — which suggests either a second stoppage nobody covered or sloppy aggregation. Watch instead for the airport travel-dollar rate: that is the real read on dollar rationing.
