One year after Sharm el-Sheikh, the ceasefire Egypt brokered is still being enforced by strikes

Today marks a year since the Gaza ceasefire was announced in Egypt. Israeli operations have continued at reduced scale, and Cairo’s reconstruction conference — the instrument that would give its mediation durable weight — still has no date.

Asharq Al-Awsat, filing on 9 October, marked the anniversary bluntly: 10 October 2026 is one year since the announcement of an end to the war in Gaza, “even as Israel continues to wage it on a smaller scale, killing more Palestinians and destroying their homes on the grounds that Hamas refuses to disarm.” The Associated Press, in a 7 October piece, reported that Israeli strikes in the year since the ceasefire was announced have resulted in more than 1,400 additional deaths — a figure carried on a single wire, with the sourcing for the toll not stated in the copy reviewed here. At the close of the Sharm el-Sheikh talks, President Donald Trump declared: “After years of suffering and bloodshed, the war in Gaza is over.” On 9 October a coalition of groups said the ceasefire now exists in “name only”; Al Jazeera reported demonstrations on 8 October marking the third anniversary of the 7 October attack with calls for a ceasefire.

For Cairo the anniversary is an audit of its principal non-financial asset. Egypt’s claim to indispensability in Washington, Jerusalem and the Gulf rests on having produced the Sharm agreement, and that claim decays at the rate the agreement does. The lever Egypt still holds is reconstruction: it has trailed a donors' conference repeatedly, and no date for it appeared in any of the reporting reviewed for this edition. Nor could the operational status of the Rafah crossing on the ceasefire’s first anniversary be established — the most recent confirmations available describe a limited February reopening and a reported full reopening around 1 September, neither of which settles what is moving through the crossing this week, in which direction, or under whose inspection.

Assessment: Egypt’s mediation is being spent faster than it is being replenished. A ceasefire that holds as a framework while strikes continue inside it leaves the broker carrying the reputational cost of enforcement without the authority to enforce. The reconstruction conference is the one instrument that would convert the Sharm moment into standing infrastructure and money flowing through Egyptian contractors and Egyptian ports — and it remains undated, which suggests the financing, not the diplomacy, is the blockage. Set this against the Horn: Cairo is opening a second theatre requiring summitry, coalition maintenance and possibly deployments, in the same month its IMF programme expires. Mediation capital is finite, and it is being drawn on from two directions at once.
