Brotherhood portals published statements from two different acting General Guides this month
On 4 October, fj-p.com carried a statement signed by Mahmoud Hussein as acting General Guide. The same weeks, ikhwan.site carried a letter to Egyptian detainees from Salah Abdel-Haq, who has held the same title since March 2023. No outlet appears to have noticed.
The documents are primary, dated and self-published. On Sunday 4 October, fj-p.com published a statement signed by Mahmoud Hussein as القائم بأعمال المرشد العام — acting General Guide — warning of regional escalation across Sudan, Yemen, Gaza, Lebanon, Syria, the Strait of Hormuz and Bab al-Mandab, and rejecting attacks on civilian facilities and on Gulf states. On Sunday 11 October the same portal ran a piece under Hussein’s name, “The Dignity of the Umma in the Face of Tyranny,” invoking Hassan al-Banna’s renaissance project and the Fifth Conference, and calling for a legal track on the detainee file. Over the same days, ikhwan.site carried a letter from Dr Salah Abdel-Haq to detainees in Egypt alongside statements dated 6–7 October on detainees and the October war anniversary. Ikhwanonline.com, the Egyptian chapter’s official site, was publishing routine aggregation through 10 October, including Hamas’s support for postponing elections and a call for comprehensive national dialogue.
A second structural argument is running in public in Syria. The Syrian Muslim Brotherhood’s Shura Council held its fifth ordinary session and issued a statement on 27 September. On 1 October the organisation’s own site published a defence titled “The Right to Organise is a Guarantee for All: Why Should the Muslim Brotherhood in Syria Not Be Dissolved?”, acknowledging that calls for the group to dissolve itself rose after the Shura statement. That is a chapter arguing, in its own voice and on its own platform, against its own liquidation — the only place in the region where the question is being contested openly rather than imposed by a state. We found no English-language coverage of either item.
Assessment: We cannot confirm that fj-p.com’s Mahmoud Hussein byline is the long-serving secretary-general of that name, or that the title is being used in its formal sense rather than loosely. The interpretation — that this is fresh dated evidence of the Istanbul–London split this desk has written about before — is ours and is unconfirmed. It is still worth sitting with. Europe spent this week legislating against a network it describes as a single transnational structure with national chapters, which is also the premise of the US designation orders. The network’s own output in the same ten days shows two contested centres and a chapter debating whether to exist. Designation regimes need a defendant with an address.
